This prior information notice is issued to make the market and potential tenderers aware of an upcoming contest for the delivery of full-scale and turnkey biogas plants including technology systems, processes and civil works as a turnkey contract for the project "Rå Biopark" in Skibotn in the municipality of Storfjord, Troms and Finnmark County, Norway. The announcement/contest for the main contract is planned to be announced in October 2023 (may be later), as a competitive procedure with negotiation. First, a prequalification phase will be carried out, followed by a tender phase. The other contracts for minor parts of the plant may be tendered at the same time or later. The preliminary draft of the functional description and project description for the project, the planned contracts and tenders are hereby being published. The contracting authority recommends that all stakeholders read the entire document.

The announcement/contest for the main contract is planned to be announced in October 2023 (may be later), as a competitive procedure with negotiation. First, a prequalification phase will be carried out, followed by a tender phase. The other contracts for minor parts of the plant may be tendered at the same time or later.

The preliminary draft of the functional description and project description for the project "Rå Biogas functional description" is hereby published for the planned contracts and tender contests. The contracting authority recommends that all stakeholders read the entire document.

The main contract will consist of "System A", "System B", "System H" and "System G" ("ITT 1") in the functional description. The tenderer must build an operational and functional biogas plant, where it is possible to add additional systems/technology/processes at a later time. The contract is planned based on the Norwegian standard contract NS 8407:2011 General conditions of contract for design and build contracts

For more information about the contracts, we refer to this announcement's appendices 1) "Prior Information Notice - biogas plant - overall introduction" and 2) "Rå Biopark functional description", which also includes a draft of the functional description (requirements specification) for the various systems and parts of the biogas plant.

It is emphasised that the document and the functional description are still drafts and that changes will be made before the the tender contest(s) is/are announced. Therefore, we would also like input that can help us create a contest that the market can respond to.

Rå Biopark has conducted several market dialogues with market stakeholders, and has received valuable input for the project and the work on the contests. We still welcome stakeholders and potential tenderers to give us input.

How can this project be made as attractive as possible to tenderers? Rå Biopark would like to receive all types of input on the project, including the type of contract, the procurement process and requirements and technical specifications, among other things.

We also welcome contact with potential technology providers. In particular, we are seeking input on whether market stakeholders can deliver one or more of the described processes, whether there are any special considerations to be aware of for contract execution and whether the market has input on the contract, risks (e.g. in terms of interfaces) and remuneration format. We are also seeking input on whether tenderers can provide service agreements and options for control systems.
