2.1.4 General information

Additional information : Climate and environmental considerations in public procurements. The requirements and criteria complied with the procurement regulations § 7-9 shall aim at reducing the procurement ́s total climate footprint or environmental impact, cf. the procurement regulations § 7-9 (1). The main rule in the procurement regulations § 7-9 (2) is that the contracting authority shall emphasise climate and environmental considerations with a minimum of thirty percent. If it is clear that climate and environmental requirements in the requirement specifications provide a better climate and environmental effect, the weighting of the award criteria can be replaced with requirements in the requirement specifications, and will thus fall under the exception rule in FOA § 7-9 (4). The contracting authority would like covered by the procurement "Rota Generator and Absence Prediction" is a service procurement over the internet to create future rota for staffing planning for Health and Care Services. Work directly performed by the supplier is desk work, and will give a climate footprint and environmental impact equal to the load from one from an average permanent office employee. A direct climate footprint as a result of the procurement is therefore expected to be of a modest character. However, if the sub-supplier chains take into account the cloud service provider, we can see that climate footprint and environmental impact are occurring for the operation of the data centres connected to the digital solutions for rota generators and absence prediction. The supplier ́s direct influence over this energy consumption and the possible environmental impact is limited, and that in turn makes it more appropriate to set requirements in the requirement specifications for climate and environmental requirements in this procurement. By ensuring that the data centres used to provide this service operate in accordance with the EU taxonomy at all times applicable framework for sustainable data centres, this will cover the most important climate and environmental impacts from the data centre, and that the requirement will not be growing or at the cost of the user need. The requirement that the data centre operates in accordance with the current EU taxonomy means that it is dynamic and that it facilitates continual improvement over time.
