Main features of the procedure : The Mercell Contracting Authority uses electronic procurement processes via the system supplier Mercell ( www.mercell.no). 2.1.4 General information

Additional information : The contracting authority has, in connection with planning the procurements of the operational contracts 1500 Ålesund and 1502 Indre Sunnmøre, carried out an internal climate and environment mapping and market dialogue, in order to get the best possible basis with a view to being able to map the contracts ́toion climate footprint and environmental impact. The market dialogue confirmed the contracting authority ́s internal climate and environmental mapping that emissions of Co2 (diesel) and the use of salt make up the significant climate footprint and environmental impact when carrying out the contract work. It was apparent from the market dialogue that access to alternative solutions for fuel in the contract areas is limited. Furthermore, the result of the Contracting Authority's climate and environment mapping and market dialogue showed that timely and condition based salting in accordance with weather and driving conditions, as well as a calculation of residual salt in the roadway, will give the best savings on salt emissions. The result of the climate and environmental mapping shows, therefore, that measures to reduce the emissions of Co2 (diesel) and reduction of salt, are best achieved through minimum requirements in the requirement specification. Based on this, the Contracting Authority considers that the requirements in the requirement specifications provide a clearly better climate and environmental effect than weighting climate and environment considerations with a minimum of 30%.

Description : Qualification requirement: Tenderers and their key sub-suppliers ought to have an average H2 for the last three years lower than 12. If the H2-value is higher than 12, an account shall be given of the developing trend of the H2-value and possibly the F-value, which will express the severity of any high H2-value. If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants. Documentation requirement: 1. An overview of the supplier ́s H2-value and central contractual partners in the last three years. The qualification requirement is to be documented in the tender documentation, annex 4. 2. If the H2-value is higher than 12, an account shall be given of the developing trend of the H2-value and possibly the F-value, which will express the severity of any high H2-value. Furthermore, a separate account shall be enclosed with the tender as to whether improvement measures are implemented, and if so also documentation on the effectiveness of these measures.
