Dublin City Council intends to award a contract to Grapevine Solutions Ltd. for 3 years. The maximum value of of this contract is €300,000 ex VAT. Dublin City Council, the largest local authority in Ireland, uses these applications as an integral part of the payroll function. The HAPPI Database is integrated with both the Cyborg Payroll System (built on COBOL) and the General Ledger in Oracle Financials. It facilitates costing for the organisation at a micro level including breakdown across disciplines and detailed Job Costing. Regulator32 is used to capture time from up to 100 work locations across the city and to generate timecard files for inclusion in fortnightly payroll. It is heavily modified and customised to incorporate complex payroll rules and includes modules for Batch Generation, User Profile Management, Monitor, and Imports from the Cyborg Payroll System. Crystal Reports includes generating reports for both Pensions and Payroll including complex ten year look backs for retiring employees. Grapevine Solutions Ltd. provides these services and expertise using a wide range of technologies most specifically the InterSystems Database Platform. The applications specified are exceptionally customised to meet the specific complex needs of Dublin City Council’s payroll and costing functions. They were developed by Grapevine Solutions over a lengthy project and modified over time in line with change. There are no other licenced operators licenced or authorised to provide these services.
