The Digi networks participate in both major national digitalisation projects and work on local challenges. Through the sharing of resources, experiences and technology, as well as the development of joint methodologies for profit realisation and process improvement, the Digi networks oversee the digitalisation of the municipal sector. Cooperation is more efficient than each municipality developing separate solutions for the same problems. Although each municipality has its distinctive features, the cooperation increases the breadth of the available tools, and systems that are tested regionally could potentially be national projects.

Main features of the procedure : 1.4.1.1. Background: Description of the procurement: The Digi networks have started a competence boost in digital transformation and sustainability, with the goal of empowering municipal leaders in leading the organisations through restructuring in the public sector. Digitalisation requires anchoring at the senior management and is at the intersection of technology and organisation development. In the first phase, therefore, the target group has been the top management group of the municipal director together with key resources such as HR and IT. This procurement is for the next phase, which includes other management levels and key personnel in the municipalities. Management and key resources for digital transformation are an estimated target group of 20% of employees (8% managers and 12% key resources). The Digi networks would now like to establish a tender that is suitable for further competence building of managers and drivers of digitalisation at different levels in the municipal sector and that is available for execution in the different workplaces. The programme shall be reusable to other target groups. The programme must function in the tripartite cooperation. The competence promise consists of four modules: Organisational abilities for digital transformation Management of digital transformation Strategy and structure in digital transformationTechnical infrastructure, business architecture and IT mindset in digital transformationDigi networks make this procurement in understanding with KS and the Digitization Directorate.1.4.1.2. The aim of the competence lift The goal with the competence promise in digital transformation and sustainability is: to strengthen municipal leaders in leading the organisations through sustainable restructuring in the public sector. To create a common concept apparatus internally in the municipalities and in the region. To help management groups identify possibilities and challenges. To clarify which abilities are significant to develop. To increase the ability to carry out necessary restructuring in practice. To increase total competence in order to more easily identify possibilities and barriers, as well as promote cooperation and joint projects. Realise gains from existing and future digitalisation projects (including e-health).1.4.1.3. The public sector's digitalisation strategy, One digital public sector 2019-2025, underlines the need for a joint effort to provide interconnected and seamless services. Different understandings of digitalisation and maturity levels in the municipalities make the work challenging. Strengthening competence within digitalisation and digital transformation is a central part of the Digi network. The digitalisation of society is fast, and the municipalities must continually develop their competence. This includes sustainable development and ensuring citizens' confidence in democratic processes. New technology creates possibilities, but also ethical challenges, security requirements and increased expectations for coherent services. The Digi networks believe that closer cooperation is necessary in order to build increased interaction and a common understanding of what digital transformation requires of us in a sustainable way. Member municipalities expect the possibilities of digitalisation to be utilised, at the same time as the challenges are dealt with. In order to increase the implementation power, joint priorities and understanding are required. Change and transformation management brings in new elements: leadership with no known goals, changes in departments with several digital generations, and challenges in sector responsibility. The management development programme recognises each municipality ́s unique challenges, while taking into account the regional cooperation and the national coordination structure. The programme is research based and includes contributions from both academia and experienced public and private actors. The management development programme for digital transformation and sustainability in the municipalities is an important initiative to strengthen competence and cooperation in the public sector. The municipalities will be better equipped to meet future challenges through a structured competence boost and realise the gains of digitalisation in a sustainable way. The programme emphasises cooperation, sharing resources and common understanding, which will contribute to a more efficient and coherent public sector.
