Main features of the procedure : The contracting authority invites tenderers to a competition for a framework agreement for the procurement of temporary housing (24 hour nights) in accordance with the Social Services Act in the Norwegian Labour and Welfare Administration § 27. By temporary housing in accordance with the Social Services Act § 27, we believe that the inhabitant does not have a place to sleep and stay the next 24 hours. The framework agreement will be valid for 2 years, with an option for the contracting authority to extend the contract for 1+1 yearIn 2023, the municipality ́s costs for the procurement of temporary residential offers were approx. There were a total of 91 people/households with a need for temporary residential offers outside the municipality ́s own residences during 2023. Of these, there were 2 families with children. Historically, there has been relatively little need for temporary 24-hour accommodation for families. On average, 22 people had a need for the service each month. 20 people/households had living conditions with a duration of more than 3 months during the year, and 29 people/households had living conditions with a duration of less than 14 days. As of September 2024 there have been 71 households in temporary residential offers outside the municipality ́s own residences. In total the municipality has procured such services for approx. NOK 2,400,000 per September 2024. The framework agreement shall ensure the contracting authority quality approved services when the contracting authority cannot cover the service needs itself. 24 hour accommodation means businesses that rent rooms and/or residential units on a 24 hour basis, when the property is regulated for this purpose. The procurement is divided into two groups: Group 1 - homeless personGroup 2 - homeless families Those in need of service within group 1 are mainly disadvantaged inhabitants with challenges such as drugs and alcohol and/or mental disorders. Fredrikstad municipality would like to enter into framework agreements to cover a need for approx. 10 to 15 places per month for residenceless persons (group 1) and a need for approx. one to two places for homeless families as needed (group 2). As long as the contracting authority receives a sufficient number of suitable tenders, parallel framework agreements will be signed with two to three tenderers per group. Parallel framework agreements shall ensure that the contracting authority has good coverage of the expected capacity need. The tenderer ranked as number 1 within the group will always receive requests only when the need for housing occurs. If the tenderer ranked as number 1 cannot deliver in accordance with the response time requirements, supplier number 2 will receive the same request. If number 2 also cannot deliver in accordance with response time requirements, number 3 will be requested. As a result of this distribution regime, it is likely that tenderer number 2 will have relatively few assignments in the contract period. Tenderer number 3 is likely to receive very few or no assignments during the agreement period. Temporary residential offers are not an institutional stay and the contract does not include services to residents beyond what is described in the contract (24 hour overnight stays). The resident may need other types of municipal services, but this is not a part of this agreement.
