The contract includes the following elements:

1.Sewerage network:

Phase I: Construction of the main collector, pumping station for transfer of collected wastewater from the urban area and connections of II and III phase.

Phases II and III: Construction of wastewater network with total length of L=13,793 m.

2. Wastewater Treatment Plant

Design and Construction of a Conventional Activated Sludge Process with Biological Nutrient Removal (CAS with BNR) and aerobic sludge stabilization, for 20,000 PE.

Scope of the procurement is provision of the official review of the Detailed Design for the WWTP and supervision of works on sewerage network and WWTP.

Main site or place of performance:

Municipality of Rožaje is located in the north-east of Montenegro.

Procurement is related to Supervision services of the works in accordance with Montenegrin legislation and administration of the Works Contracts in accordance with FIDIC Conditions of Contract. Works to be supervised include:

1.Sewerage network:

Construction of sewerage network:

Phase I:

- Pumping station (150 l/s) for transfer of collected wastewater from the urban area<

- Main collector (gravity collector DN500; inlet part to pumping station with the length of 21 m; pressure line DN300 L=65 m; gravity collector DN400 L=622 m, low pressure line DN400 L=804 m, gravity collector DN400 L=445 m;

- Connections of II and III phase: DN250 L=71 m, pumping station Q=1.8 l/s, H=8.7 m and pressure line DN63 L=15 m.

Phases II and III:

- Wastewater network with total length of L=13,793 m. (Lengths of the Phase II and Phase III are 5,529 m and 8,264 m, respectively.

Construction of Phase I, Phase II and III will serve to 4500 inhabitants.

2.Wastewater Treatment Plant

Design and Construction of a Conventional Activated Sludge Process with Biological Nutrient Removal (CAS with BNR) and aerobic sludge stabilization, for 20,000 PE.

Peak dry weather flow = 208 m³/h (58 l/s).

Peak wet weather flow = 400 m³/h (111 l/s).

Works will be implemented according to FIDIC Yellow Book (1999 ed).

The Municipality of Rozaje intends to conduct restricted international procedure for selection of consultancy services (Supervision of works). The selection procedure will be conducted through the procedure as specified in the practical guide for European Union external action (PRAG) and EIB Guide to Procurement (2018). In case of any conflict the EIB Guide to Procurement https://www.eib.org/en/publications/guide-to-procurement.htm will apply.

The supervision of works shall be implemented in compliance with the requirements of the Montenegrin legislation and relevant EU and EIB requirements. Total expected duration of the contract is 52 months.

National professional licensing: the awarded tenderer will have to be licensed for performance of the project activities according to the valid national legislation - the Law on spatial planning and construction of structures (Official Gazette of Montenegro, No. 64/17, 44/18, 63/18, 11/19, 82/20, 086/22, 004/23) and related secondary legislation - Rulebook on the manner and procedure of issuance and dormancy of licenses and the manner of keeping the registry of licenses” (Official Gazette of Montenegro no. 79/17, 078/21, 102/21) at the moment of Contract signing (or the latest on the Commencement Date).
