The restricted procedure shall be used as a procurement procedure. The procurement exceeds the EU threshold. Procurement complies with the Act on Public Procurement and Concession Contracts (The Act on Public Procurement in the Fields of Defence and Security (1531/2011)). The Orderer may suspend the procurement procedure in whole or in part for a genuine and justified reason (The Act on Public Procurement in the Fields of Defence and Security (1531/2011)). No remuneration shall be paid to tenderers for submitting an tender, presentation or other participation in the procedure. The Ministry for Foreign Affairs shall The procurement documents are available in English. The application for tenders and their appendices must be written in English. PROCESSING The contract award procedure will progress in the following steps: 1. Publishing the competition 2. Opening the expressions of interest 3. Evaluation the suitability of the expressions of interest. 4. Comparison of expressions of interest that fulfill the requirements of the Call for tenders and its Annexes 5. Selection of 3 tenderers 6. Submitting invitation to tender for tenderers 7. Evaluation the suitability of the tenderers. 8. Verifying that the tenders and the services tendered fulfill the requirements of the Call for tenders and its Annexes 9. Comparison of tenders that fulfill the requirements of the Call for tenders and its Annexes 10. Usability evaluation 11. Contract award decision and notification of the decision 12. Appeal period of two weeks from the notification of the decision 13. Concluding the Contracts. This can only take place by signing the Contract. The instructions for the usability evaluation related to the comparison of participants shall be provided in connection with the Call for tenders on the grounds stated in the Usability Evaluation attached to the Call for tenders. LANGUAGE OF THE PROCUREMENT The procurement documents are available in English. If the tenderer needs the documents in another language, the tenderer is responsible for the translation and its costs.
