This PIN provides early information about the expected starting date and about the Open Market Consultation (OMC) which is organised in preparation for this Pre-Commercial Procurement (PCP). The purpose of the PCP is to trigger new solutions to be developed and tested to address the following challenge: "Via smart exploitation of space-based data services through Galileo GNSS and Copernicus earth observation programs, the SPACE4Cities project aims to trigger replicable, new solutions for the dynamic management of public spaces. Better, more dynamic management of public areas is needed to answer a concrete need for cities and regions to adapt to fast-changing requirements for infrastructure, public spaces and city maintenance, and to increase their resilience to cope with extreme and disruptive events or weather conditions." All interested operators are invited to take part in an Open Market Consultation (OMC) regardless of their geographic location, the size or governance structure of their organisation. The Open Market Consultation is scheduled to last until 30th of November 2024, taking place prior to the publishing of the Call for Tender, which is planned for mid-January 2025. The OMC aims to create knowledge and awareness about the project, the process and the main clauses of the contract. It also aims to reach out to potential suppliers all over Europe and overall to prepare for the PCP. In addition, the OMC is notably also set up to allow for interactive discussion with the market about the feasibility and innovation-level of the foreseen use cases and their functional requirements. It allows the consortium to gain better insights on the market, the state-of-the art technology and expected future developments. To this aim, there will be surveys, webinars and Q&A possibilities. The OMC will be held in English, complemented by local-language webinars. Additional information : The object of the procurement is a Pre-Commercial Procurement (PCP). This is a joint procurement by different procurers across Europe that are all facing common challenges and are thus looking for similar solutions (so-called ‘Buyers Group’). The Open Market Consultation (OMC) is the so-called “Phase 0” of this PCP, in order to discuss with the market, reach out to potential suppliers and overall to prepare for the PCP. After the OMC is finished and the Call for Tenders is closed and evaluated (estim. by May 2025), service contracts will be awarded to an estimated 20 different R&D&I providers in parallel and in a phased approach. This will make it possible for the Buyers Group to compare competing alternative solutions. Each selected R&D provider will be awarded a framework agreement that covers the following R&D phases and a specific contract per phase: Solution Design (Phase 1), Prototyping and Lab Testing (Phase 2) and lastly original development, installation, validation and field testing of a limited set of first products or services (Phase 3). After each phase, intermediate evaluations will be carried out to progressively select the best of the competing solutions. The contractors with the best-value-for-money solutions will be offered a specific contract for the next phase. Testing of the prototypes during Phase 3 is expected to take place across multiple locations. It is expected that at least five different Suppliers will reach this Phase 3 and that five test sites will be selected from within the Buyers group members' locations, i.e. Amsterdam (NL), Attica region (GR), Ghent (BE), Guimarães (PT) and Helsinki (FI). This testing may also serve as a first customer test reference for the Suppliers. In addition, Phase 3 testing also is aimed to take place on a small scale in up to 10 - yet to be defined - Replicator Cities and Regions across Europe. The selected Suppliers will retain ownership of the intellectual property rights (IPRs) that they generate during the PCP and will be able to use them to exploit the full market potential of the developed solutions i.e. beyond the procurement. For more information on Pre-Commercial Procurement as an innovation tool, see: https://space4cities.eu/pre-commercial-procurement/ The size of the market for solutions of public space management in monetary terms is not publicly estimated, although the size of the EO and GNSS data market for "urban development and cultural heritage" management amounts €7.1 bn globally in 2023 (EUSPA EO and GNSS Market Report, Issue 2). SPACE4Cities aims for market creation: sharing the understanding of the need and business opportunities on a large scale, and harmonising the required technical enablers. It tackles the supply-side fragmentation by bringing together leading European SME and start-up support organisations. In addition to piloting in at least 5 Buyers’ Group cities and up to 10 replication pilots, a large number of additional follower cities (50+) creates a strong basis for the European scaling up of the solutions and the market. Multiple companies and RTOs can choose to form a single Supplier entity (i.e. a consortium), in which case they are evaluated as a single entity in terms of evaluation and funds paid out in different PCP phases. The SPACE4Cities Pre-commercial Procurement is exempted from the WTO Government Procurement Agreement (GPA), the EU public procurement directives and the national laws that implement them. This is because it concerns the procurement of R&D services where the benefits do not accrue exclusively to the contracting authority for its use in the conduct of its own affairs. Publication of this contract notice in the EU Official Journal is not to be understood as a waiver of this exemption. Publication is made on a voluntary basis and the procurement will not follow the procedures under the EU public procurement directives, but rather the procedure described in the tender documentation. Participation in the open market consultation is not open to entities that are subject to EU restrictive measures under Article 29 of the Treaty on the European Union (TEU) and Article 215 of the Treaty on the Functioning of the EU (TFEU). Not participating in the OMC will not exclude you from participating in the PCP call for tender. All communication (before, during and after the procurement) will be carried out in English.
