Criterion A Methodology for Undertaking the Works Maximum Marks: 2,000 Minimum Marks that must be acheieved: 1,200 The tenderers are asked to define a site-specific construction and work methodology, including sequencing and phasing of the works, by providing an overall narrative outlining their approach to undertaking the proposed works. This narrative should highlight the key aspects and challenges of the project, and fully demonstrate that consideration is given at all times to the full implications, including health and safety impacts, of works and tasks prior to carrying them out. The Contractor shall at minimum, individually address the following key issues: * confined nature of the site adjacent to the Suir River to the majority of the site and how the Contractor will undertake their works close to the River; * approach to quality control for hard landscape, with particular reference to samples and protection to ongoing completed works and all adjoining areas during the works; * co-ordination and sequencing of specialist packages and components – playground, soft landscaping, etc; * demonstrate how RFIs and submittals for approval will be raised at an early stage well in advance of the works being carried out on site; * given the risk of flooding of the site and the likelihood that work on site will be affected by flood event(s) during the course of the Works, Tendering Contractors should, as part of their tender submission, demonstrate how they will plan, prepare and protect against the impact of flood events on site activities and the Works during construction stage and describe how delays will be avoided/mitigated. * describe organisation and systems used to manage the safe completion of the Works including to control and monitor dust, noise and vibration * management of sub-contractors, including management to completion of sub-contractor design (design for manufacture) associated with selected contractor products relating to playground equipment. * Managing construction phasing and integration with 3rd party stakeholders throughout the works. * Dealing with statutory and utilities providers such as Irish Water, ESB, public lighting and the relevant departments of TCC, and their integration into the project programme * Details of the contractor's proposals to manage health and safety on site during the construction stage, including the preparation of risk assessments and construction stage health and safety plans * Management of communications for contract purposes throughout the duration of the works, including efficient order and timing of information required for the works, measures to minimise delay and compensation events during the course of the works. * Tenderers will also set out their proposals for the management of the handover process to ensure successful delivery of the project. Response: A maximum of Ten (10) A4 pages (11pt font) Criterion B: Project Delivery Programme Maximum Marks: 1,000 Minimum Marks that must be acheieved: 600 Tenderers are required to submit: * A comprehensive Gantt Chart, detailing the proposed programme, timelines and resources for the initial project (Suir Gardens). Tenderers are informed that the programme proposed may form part of the Contract to be concluded with the successful tenderer. *The Programme must be fully detailed and illustrate clearly and legibly each package, trade and sub-contractors. It must also illustrate how sub-contractors are to be integrated into the works sequence. * The programme must in particular show when the planting works are proposed to be undertaken and include the maintenance period and the activities to be carried out within this maintenance period. The successful tenderer’s programme will be updated post contract with the actual Contract Date as the date of the Employer’s Letter of Acceptance in line with Clause 1.1 of the Conditions. Programme: should be generated in Microsoft Project or similar programme in a printed A1 (Landscape) format Response: A maximum of Four (4) A4 pages (11pt font) 1000 marks Criterion C: Technical Merit of the Resources/Team Maximum Marks: 1,000 Minimum Marks that must be acheieved: 600 Tenderers shall provide the following information: * an organisation chart indicating the names and roles for the management and personnel who will be involved in the Works, both office and site based to include the main contractor and the sub-contractors * resource schedules indicating the numbers of management and personnel to be employed on all elements of the Works. The schedules shall be coordinated with the programme to show numbers to be provided at all stages of the Works. * details of the key project personnel proposed for this project and referencing any known project commitments during the project duration and percentage of their time proposed to be allocated to the project on a weekly basis. Curriculum Vitae as follows: * Site Manager with satisfactory experience of public works contracts of a similar nature, scale and complexity over the past 10 years. * Site Engineer with satisfactory experience of public works contracts of a similar nature, scale and complexity over the past 5 years.
