Additional information : De krav og kriterier som stilles i medhold av anskaffelsesforskriften § 7-9 skal ha som formål å redusere anskaffelsens samlede klimaavtrykk eller miljøbelastning, jf. anskaffelsesforskriften § 7-9 (1). Hovedregelen i anskaffelsesforskriften § 7-9 (2) er at oppdragsgiver skal vekte klima- og miljøhensyn med minimum tretti prosent. Dersom det er klart at klima- og miljøkrav i kravspesifikasjonen gir en bedre klima- og miljøeffekt, kan vekting av tildelingskriteriet erstattes med krav i kravspesifikasjonen, og vil dermed falle inn under unntaksregelen i FOA § 7-9 (4). Behovet oppdragsgiver ønsker dekket av anskaffelsen "Turnusgenerator og fraværsprediksjon" er en tjenesteanskaffelse over internett for å lage fremtidige turnuser til bemanningsplanlegging for Helse og omsorg. Arbeid direkte utført av leverandøren er skrivebordsarbeid, og vil gi et klimaavtrykk og miljbelastning lik belastningen fra en fra en gjennomsnittlig fast kontoransatt. Et direkte klimaavtrykk som følge av anskaffelsen antas derfor å være av beskjeden karakter. Dersom en hensyntar underleverandørkjedene, i dette tilfellet Skytjenesteleverandøren, ser vi imidlertid at det oppstår klimaavtrykk og miljøbelastning knyttet til drift av datasentrene tilknyttet de digitale løsningene for turnusgenerator og fraværsprediksjon. Leverandørens direkte innflytelse over dette energiforbruket og den eventuelle miljøbelastningen er imidlertid begrenset, og som igjen gjør at det er mer hensiktsmessig å stille krav i kravspesifikasjonen til klima og miljøkrav i denne anskaffelsen. Ved å stille krav til at datasentrene som benyttes for å levere denne tjenesten, opererer i henhold til EU-taksonomien til enhver tid gjeldende rammeverk for bærekraftige datasentre, vil dette dekke de viktigste klima- og miljøbelastninger fra datasenteret, samt at kravet ikke vil være fordyrende eller gå på bekostning av brukerbehovet. Kravet til at datasenteret opererer i henhold til gjeldende EU-taksonomi, gjør at det er dynamisk og at det legger opp til en kontinuerlig forbedring over tid.
