Bonaire Bon Transition B.V. (BBT), established in April 2021 and fully owned by the Dutch state, is tasked with ensuring a reliable energy supply for Bonaire. This includes providing energy for living, working, and leisure activities. The Client’s mission is to store common fuels safely on the island and facilitate the transition to a sustainable energy supply. This includes maintaining adequate fuel supplies for electricity generation, mobility, air travel, and clean drinking water production. The energy supply must be reliable, affordable, safe, and increasingly sustainable. Currently, Bonaire’s energy infrastructure is inadequate, with storage facilities either unavailable or non-compliant with regulations. The Client aims to develop a structural solution to guarantee reliable, affordable, and safe energy for residents and visitors alike. Project Goal The primary goal of the Hermes Bonaire project is to establish a state-of-the-art storage terminal that meets all technical, safety, and environmental standards, contributing to a sustainable and efficient improvement of Bonaire’s energy supply. This facility will support: Safe fuel delivery via an existing jetty. Jet A1 (kerosene) storage with a dedicated pipeline to the airport installation. Storage of diesel and Mogas, including a truck loading station for fuel transport to gas stations. Storage of industrial gasoil (IGO) for Contour Global Bonaire’s power plant, with a truck loading station for fuel transport. The project follows FIDIC Silver EPC guidelines, specifically designed for engineering-procurement-construction (EPC) and turnkey projects. The scope of the project consists of: 8 new storage tanks (+/-1000m3 / tank). 1 additive tank/drum for Stadis. 1 slop tank (21 m3) Product Recovery Tank (min. 200l) 4 pipelines from jetty to terminal. 1 Jet A1 pipeline from terminal to airport. 2 truck loading stations for Diesel and Mogas. 1 truck loading station for IGO at either of the above mentioned two truck loading stations. Vapour recovery unit for truck loading and for Mogas storage tanks. Buildings and utility buildings. Utilities. Fire-fighting system. Other installations as included in FEED documentation. The above-mentioned works is set out under various disciplines (8), including civil, tanks, piping & mechanical equipment, Electrical & Instrumentation & Automation and fire-fighting system. This includes all engineering work (Basic, and Detailed Engineering) required for all, without claiming to be complete, civil engineering and structural aspects, mechanical, electrical engineering, instrumentation, automation, as well as all technical installations, connections, and the complete as-built documentation. Specific Objectives: 1. Design, Procurement, Construction, and Commissioning; The Contractor will be responsible for the EPC Turnkey design, procurement, construction, and commissioning of all necessary facilities and infrastructures for the storage terminal, including tanks, piping, pumps, and electrical installations. The Contractor will deliver detailed engineering, procurement, material supply and disposal, construction, commissioning, and an operational terminal. 2. Compliance with Standards and Regulations; The project must comply with the latest PGS 29, 2022 standards, Dutch laws, Eurocodes, and other relevant codes to ensure safety and quality. 3. Environmental Protection; Measures will be taken to minimize environmental impact, including installing a vapour recovery unit for trucks and Mogas storage tanks, and adhering to environmental regulations. 4. Operational Continuity; The Contractor must ensure that the operations of surrounding facilities, particularly the adjacent airport, are not disrupted during the project. Public disturbances are unacceptable without written approval from the Client. 5. Quality Assurance and Safety; The project will adhere to strict quality assurance and safety standards, including regular progress reporting and monitoring of compliance with labour and safety regulations. 6. Efficient Communication and Collaboration; There will be regular communication and coordination between the Client and Contractor, including progress meetings and technical consultations. All communication will take place in Dutch unless otherwise agreed. Purpose of the Invitation to Tender Provide potential companies with information about the contract and tendering procedure.
