Description : In this procurement, the award criteria for environment is not weighted by 30%. SVV has assessed that this procurement is exempted from the environmental requirement in the award criteria for procurements in the procurement regulations § 7-9. This is because the procurement is considered to have an immaterial climate footprint and environmental impact, cf. the procurement regulations § 7-9 (5). SVV shall procure a system for registering employees ́ ownership interests, positions and equivalent for SSV ́s supply chains. The system shall first and foremost contribute to fulfil ethical requirements and requirements for impartiality for SVV ́s employees. Each employee can be open and in control of their connections to the supplier chain. The service itself will have very limited climate footprint and environmental impact. The service will involve the use of a computer centre and servers at the tenderer (or the tenderer's sub-supplier), which will lead to an environmental impact. This load will be almost the same regardless of which service is used, as everyone will need a computer centre, servers and electricity. In addition SVV believes that award criteria regarding the tenderer's electricity supply (both to the computer centre/servers and the tenderer's offices) will be illegal award criteria, as this is out of the nature of the procurement. Note also SVV shall only procure the actual service and it shall not be installed or in any way procured servers at the contracting authority as a part of this procurement. The Norwegian Public Roads Administration cannot see other conditions connected to the procurement of software that result in a climate footprint or environmental impact. The terms for using the exception in the procurement regulations § 7-9 (5), and the contracting authority is, thus, exempt from setting award criteria relating to the environment for this procurement.
