Justification for direct award : Partial replacement or extension of existing supplies or installations by the original supplier ordered under the strict conditions stated in the Directive
Other justification : Justification for direct award: Supplementary deliveries from the original supplier for partly renewal of deliveries or installations, or expansion of past deliveries and installations, cf. § 81, subsection 1, no. 2. It would be technically disproportionately difficult in terms of operation and maintenance to switch suppliers, as: No 1: Maintenance of the cold head is recommended after 15,000 hours of use by a person with the appropriate training. If the system is opened by anyone outside ID Quantique, the initial system and detector warranty will be automatically cancelled. No 2: SNSPD modules are located inside the cryostat, which is specifically designed for ID Quantique detector modules in terms of physical mounts, electronic circuits, and operation conditions such as temperature and pressure. Therefore, an upgrade using a compatible detector module is required to avoid technical incompatibility or disproportionate technical difficulties in system opera-tion. The procedure of adding 3 detectors to an ID Quantique ID281 SNSPD system must be done by ID Quantique using ID Quantique detectors by a person with the appropriate training from ID Quantique. If this is not done, the system warranty is automatically cancelled, leading to disproportionate technical difficulties in maintenance. No 3: The existing cryostat has space for additional detector modules. Through this upgrade, 8 channels, including fibers optical (FC/PC) and RF connector (SMA), will be added on the existing patch panel and connected to the additional detector modules. This aims to ensure normal opera-tion and warranty renewal of the existing 8 detector modules, the newly added 3 detector modules, and the entire cryostat system. The newly added 3 detector modules purchased by this tender will be installed inside the cryostat with the proper optical and RF connectors. The upgrade of the cryogenic system by adding 8 channels and installing 3 detector modules must be done by ID Quan-tique since it requires opening the cryostat and has the same warranty issues as the cryostat and the existing detector as mentioned above.
