On the basis of §§ 37, 48 SektVO, Vattenfall Europe Windkraft GmbH announces herewith the establishment of a qualification system for the areas of manufacture, delivery, construction, commissioning, the execution of a trial operation, acceptance and maintenance of wind turbines.
The client and contracting authority is Vattenfall Europe Windkraft GmbH (Vattenfall).
Vattenfall intends to build several onshore wind energy projects over the next 3 years. These projects are to be implemented at various locations in Germany. The sizes of the individual projects are between 2 and 25 wind turbines.
The aim of this qualification system is to qualify applicants and suppliers for the subsequent receipt of tenders / requests for quotations for these projects.
After examination of the application of an interested company for admission to the qualification system and (positive) determination of the qualification, the company is included in the qualification list. All contracts covered by the qualification system above the EU thresholds are awarded by restricted or negotiated procedure among the companies listed in the qualification register. There is no obligation to award contracts.

Vattenfall can extend the Qualification system duration on a yearly basis with another year each time. Candidates can apply to participate at any time during the validity of the Qualification system.

Pursuant to Section 160 (3) GWB, the following applies to requests for review:
The application is inadmissible insofar as:
1. the applicant recognised the alleged violation of procurement regulations before submitting the request for review and did not complain to the contracting authority within a period of ten calendar days; the expiry of the period according to § 134 paragraph 2 remains unaffected,
2. Violations of procurement regulations, which are recognisable on the basis of the announcement, are not reported to the contracting authority at the latest by the expiry of the deadline specified in the announcement for the application or submission of an offer,
3. Violations of procurement regulations, which are only recognisable in the procurement documents, are not reported to the contracting authority at the latest by the expiry of the deadline for the application or the submission of offers,
4. More than 15 calendar days have passed after the contracting authority's notification that he does not want to remedy a complaint has been received.
Sentence 1 does not apply to an application to determine the ineffectiveness of the contract according to § 135 paragraph 1 number 2. 3 § 134 paragraph 1 sentence 2 remains unaffected.
