The objective of the qualification scheme is to organise possibilities for clients of user-administered personal assistance services to choose which provider they want for providing the granted services (user choice) The service shall also ensure that the users are provided the assistance they are granted, in accordance with the Act relating to the municipal health services.

Admission to the qualification system does not apply to Public Procurement Regulations. However, the award will occur in line with the basic requirements set out in the EEA agreement for non-discrimination,

objective criteria and a transparent and verifiable process.

Admission to the scheme requires the service providers to fulfil the terms in the

the qualification documentation. Service providers who fulfil the terms can and are obliged to offer these services to

the municipality’s residents.

The system must be organised in such a way that all service providers who meet certain conditions after applying, can offer user-controlled personal assistance for clients (Norwegian abbreviation: BPA)

in Vestnes Municipality

Evaluation of applications for admission will initially take place in February 2023, taking effect from 1 March 2023. The application deadline with effect from 1 March 2023 is 1 February 2023, (12:00)

Admission to the user choice scheme will occur throughout the entire lifetime of the scheme and with three admission deadlines per year, 1 May (first in 2023), 1 September (first time in 2023) and 1 January (first time in 2024).

Fixed dates must be considered absolute, which means that an application that arrives on 2 May will

be processed in regard to the 1 September application deadline.
