Description : The procurement is for the establishment of digital health services for following-up cancer patients (and potentially other patient groups). The procurement will be carried out as a competitive dialogue, where the aim is to have a dialogue with the tenderers in order to refine the tender documentation and the contract documentation. The aim of the procurement is to establish an agreement on technology and digital tools that can enable digital health care within cancer and potentially other patient groups. This means that parts of the treatment offer can take place without physical contact, where the dialogue and sharing of data between the patient and the treater occur digitally. New tools shall increase the ability to provide good treatment and follow-up, and increase patients' participation and participation. The aim of the procurement is to procure a knowledge based system for digital health services for the cancer area and potentially for other patient groups.  See part I competition terms and part II of the contract documentation for further information.

Justification for the accelerated procedure :
Main features of the procedure : The procurement will be made in accordance with applicable law from 17 June 2016 no. 73 on public procurements (LOA) and the regulations 12 August 2016 no. 974 on public procurements (FOA) parts I and part III.  The procurement will be carried out as a competitive dialogue, cf. the Public Procurement Regulations § 23-8. Cf. § 13-2. This procedure begins with a qualification phase. Only tenderers who fulfil the qualification requirements and who have been invited will be able to submit the first system proposal.  The contracting authority plans to invite up to 6 tenderers to submit the first solution proposal, assuming that there are a sufficient number of suitable applicants. If more than six qualified tenderers submit requests for participation in the competition, the contracting authority will choose among these tenderers on the basis of the tenderers that are best assessed under the qualification requirement for technical and professional qualifications, cf. Point 5.3.  In the dialogue phase, qualified Tenderers will be invited to participate in a dialogue by submitting a first solution proposal. The objective of the dialogue will be to identify and define how the contracting authority ́s needs can best be fulfilled.  The contracting authority reserves the right to reduce the number of systems that a dialogue will be implemented for. Such a reduction will be carried out on the basis of the specified criteria. The first option can already be made when submitting the first solution proposal.  If this is the case, the contracting authority will, as soon as possible, give the tenderers who have had their system rejected, a written notification on this.
