Description : Dublin Port wishes to establish a single party framework agreement for the provision of vehicle leasing and fleet management services. In order to achieve commitments to operational continuity, safe and sustainable port-city relations and compliance with the requirements of the Clean Vehicle Directive, Directive (EU) 2019/1161, Dublin Port Company require the services of a suitably qualified and experienced fleet management company. Requirements will include disposal/recycling of the existing light commercial and passenger car vehicle fleet within the next 2 years and replace with an energy efficient EV, or alternative clean vehicle, LCV/passenger car equivalent. In addition, future management, replacement and disposal of the retained vehicle fleet is a requirement. The replacement interval/timings will be based on the priorities as per table below. The Contracting Entity currently operates a fleet of 24 vehicles which include passenger vehicles and light commercial vehicles which are currently owned and management in-house. The current vehicle fleet operates between 07.00 hours and 19.00 hours, within the confines of the Dublin Port estate the majority of the time, however on occasion may be required to travel outside of the port boundaries to facilitate working requirements (Dublin Inland Port, etc.). Justification for the accelerated procedure :
Main features of the procedure : The Contracting Entity is employing the negotiated procedure being the standard procedure available to Utilities as per Directive 2014/25/EU. The procedure involves a number of stages: • Pre-Qualification Phase (this Phase) The Pre-Qualification Phase (this phase) will be used to short-list the number of potential candidates, depending on the quality of the responses received in response to this questionnaire. It is anticipated that 5 firms will be invited to tender. • Tender Stage Those invited to tender, will be issued with a minimum based specification, award criteria and pricing documents and invited to submit tenders. The Contracting Entity will evaluate those tenders against the award criteria and reserves the right to: (a) Move straight to a contract award decision, without negotiation (b) To invite the top scoring tenderer to a negotiation; (c) To apply the successive reduction rule to reduce the number of firms invited to the negotiation phase – based on the initial assessment the top scoring cluster of scored tenderers could be invited to negotiation; or (d) To invite all firms to negotiation meetings. (e) It should be noted that negotiation may take place in multiple rounds. • The Negotiation Stage Where an invitation to attend a negotiation meeting is issued, it should be noted that all aspects of the tender submitted may be discussed, including costs. Tenderers will be notified in writing where the Contracting Entity wishes to focus the negotiation meeting bearing in mind it could be cost only and/or cost and qualitative aspects, all linked to assessment against the award criteria. Those tenderers will subsequently be accorded an opportunity to submit a revised offer which may or may not be defined as a Best and Final Offer (BAFO), responses will be assessed against the award criteria. It should be emphasised that the Contracting Entity reserves the right to establish the framework directly following receipt of initial tenders without recourse to negotiations with individual tenderers. It should also be noted that the Contracting Entity reserves the right to employ a negotiation stage for the award of any contracts under the framework agreement.
