Statsbygg would like, in connection with the Project New Government Block, to implement a qualification of participants who may be interested in submitting tenders for architect services G-block (ARK). The renovation of the G-block is a sub-project in construction stage 2 in the Project New Government Block. The Contracting Ministry is the Ministry of Digitization and Management (DFD) and uses the Ministry of Finance.The old government building, currently called the G-block, was completed in 1906 and is the oldest building in the government quarter. The building is in Art Nouveau style and designed by architect Henrik Bull. The building emerged as very modern with waterklots, electrical lifts, central heating installations and aeration installations. The building is currently used by the Ministry of Finance and offices for political management and administration. The total area is approx. 17,400 m2 GFA. The functional areas in the building mainly comprise meeting rooms and workplace areas. The building shall be treated as listed. The assignment includes architect services in all the remaining phases of the execution of the sub-project G block in the Project New Government Block. The chosen tenderer will have the role of responsible engineering architect (PRO ARK) in accordance with the requirements in SAK 10 §12.3. See the requirements in the Performance Description for the Engineering Design Group (YT-PG), which will be included in the tender documentation. Tenderers who are awarded the contract will be obliged to undertake work for KORO or an artist related to art for this construction project. KORO and the artist shall be able to place orders on the same terms as the Directorate of Public Construction and Property can place additional orders in accordance with the contract.

Tenderers are required to have a legally established company Company Registration Certificate, alternatively StartBANK ID. Foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the business is registered. Tenderers are required to have satisfactory economic and financial implementation ability, the Directorate of Public Construction and Property will carry out a credit rating of the tenderer. Tenderers may, in addition, be asked to submit auditor confirmed annual accounts, alternatively state StartBANK ID. Tenderers shall, throughout the implementation of the assignment, have the ability to handle and store security graded information to the extent and degree level stipulated for the contract work. The offered candidates must be able to fulfil the requirements for Norwegian security clearance. "Self-declaration security" in signed and completed condition, see Annex 5. If information is presented about the tenderers and/or their sub-suppliers who give the contracting authority reason to believe that the qualification requirement cannot be fulfilled, this can lead to rejection. In such case it may be necessary to request further documentation from the tenderers and/or that The Directorate of Public Construction and Property itself obtains further information. Necessary experience is required from engineering design of construction projects with comparative value. A transferable value means assignments connected to the renovation and transformation of listed buildings. A completed form shall be submitted (see annex 0) with a brief description (approx. 2 A4 pages per project) of up to 3 reference projects with a reasoned transferable value (projects older than five years may be emphasised), with information on: • the project name and location •Principal • the project ́s size in m2 and total cost • a separate assignment ́s contract value. • the type of building (offices, businesses etc.) • the building's listed status • the company's assignments and role in the project. • which project phases the assignment included in • start-up and completion year (possibly where one is in the project now) • whether the project was security graded (subject to the Security Act). • Transferable value to H210 Architect services G block Tenderers shall use annex 0 Form for reference projects when completing points.
