Description : The contracting authority would like to use this procurement to enter into parallel framework agreements with up to 3 tenderers, provided that there are a sufficient number of qualified tenderers. The aim of the contract is to cover the contracting authority ́s need for temporary staff services for nurseries, before-and-after school care, in participating municipalities, in accordance with the requirement specifications. The temporary staff services shall cover the municipalities ́ extraordinary need, where the municipalities themselves cannot manage to cover up with their own temporary staff employed in the municipality. The contract is for both temporary staff for non-planned leave (e.g. sickness) and planned absence (e.g. staff holidays in summer). The entities in the municipalities have somewhat different strategies as regards the use of temporary staff services, some use it regularly throughout the year, whilst some have a greater need for temporary staff for staff holidays.  Tenderers must be able to deliver temporary staff in accordance with this contract, to all municipalities that participate in this contract. It is important for the contracting authority to have a well-functioning framework agreement for temporary staff services at all times. Tenderers must, from the start of the contract, be ready to take on assignments in all municipalities that participate in the contract. Tenderers must be able to offer the following job groups: Assistant/unskilled Child and youth worker/skilled work It is desirable that the tenderer can offer "nursery teacher", but that is not a requirement. If a tenderer can offer this, the customer can use the contract for this, but is not bound to it. All offered professionals must have the necessary competence in accordance with the stipulated legal requirements for the job category. All provision of the service shall be in accordance with the at any given time applicable "Law on nurseries (the Nursery Act)". Comments on the contract: The contract can be used for schools and before-and-after-school care, but the customer can bypass the contract if needed for these entities. Assignments that have started before the contract starts of these agreements expires in the agreement period. Assignments that are confirmed outside this agreement before the start of the agreement can be carried out in accordance with order confirmations. Each municipality is legally and financially responsible for orders/call-offs made in accordance with this contract. The contract ́s terms will apply for all orders confirmed during the contract period, even if the delivery occurs after this framework agreement expires. The overview shall separate the different job groups that are required in this procurement; Assistant/unskilled Child and youth worker/skilled work Hours that are not defined as the ordinary hourly wage shall be kept out of the calculation. This means that different shift supplements, overtime, bank holiday allowances, UB additions etc. shall not be included in the number of hours. The number of hours shall be confirmed by the auditor with an annex. It shall be noted from the auditor ́s confirmation that the number of hours is limited to the different job groups in the mentioned period to Norwegian municipalities and private nurseries in Norway.
