Description of modifications : In January 2024 the Agency for Sanitation and Recycling (REG) entered into an agreement for a digital optimisation of route planning for the sanitation vehicles ́ collection of waste in Oslo. The software is used to provide data for the development and efficiency of the current routes, and ensures, among other things: • increased productivity, a "correct" load on sanitation engineers and vehicles. • improvement of the data basis for REG • reduce fuel consumption and wear and tear on vehicles. REG now needs to purchase an additional service from the existing supplier in order to manually update the road data used to build the routes. Currently the system uses Elveg 2.0, which is based on the Norwegian Public Roads Administration and the Norwegian Mapping Authority's data set, the National Road Data Bank (NVDB). The municipalities in Norway are themselves responsible for updating the data bank through input to Kartverket and Statens Vegvesen, which causes NVDB in some cases to have some misinformation. This error will be included when the route optimisation system sets up new routes, and causes one error per route on average. As the supplier of the route optimisation system cannot do anything about the data basis from Elveg/NVDB, it is appropriate to purchase an additional service that allows them to manually update the road data in order to ensure REG correct route development. It is the existing supplier who has the necessary knowledge and competence on what needs to be and ought to be changed, as well as how this shall be integrated in their own system. It will involve both considerable difficulties, as well as considerable extra costs to get another tenderer to carry out this work.
