Title : Procurement and Support of Engin du Genie de Combat (EGC)

Description : The Organisation Conjointe de Coopération en matière d'Armement- Executive Agency (OCCAR-EA) is undertaking market consultation in support of the Engin du Genie de Combat (EGC) programme. The objective of the EGC programme is to deliver a military engineering vehicle for the French and Belgian armies. The vehicle will support the fleet of vehicles procured in the frame of the SCORPION programme. The vehicle will provide a rapid and agile engineering capability that will fulfil numerous roles on and behind the battlefield. Including, but not limited to: obstacle clearance, construction of defences, firing positions and embankments. The vehicle will be armoured and equipped with a remote defensive capability. Further details on the requirement are provided in the document “EGC Programme Preliminary Information” found here: https://www.occar.int/business-opportunities/current-advertisements. The programme is expected to deliver a maximum of 200 vehicles by 2040 with first deliveries due in 2031 and prototypes supporting the qualification in 2029. The total spend on this programme is estimated between €800M and €1.2Bn (development + deliveries + initial in-service support). Aspects of the requirements on threat protection are classified up to NATO SECRET therefore potential suppliers would be required to have Facility Security Clearance. OCCAR-EA intends to negotiate and award a contract through a competitive process which is expected to start in 2025. This competition will be only open to suppliers from the OCCAR Member states and European Union States. The competition will be managed in accordance with the OCCAR-EA rules set out on the OCCAR website: https://www.occar.int/about-us/coorporate-documents/occar-rules OCCAR-EA is interested in understanding the capabilities in the market to help inform the development of the requirements, budget and schedule. Market consultation activities will be conducted in two parts: supplier briefs and an Industry Day. Industry Day The Industry Day is scheduled on 14 May 2025 in OCCAR premises - Godesberger Allee 152-154- 53175 Bonn, Germany (starting 10:00). In the morning of the Industry Day, OCCAR will provide a briefing to suppliers during which OCCAR-EA and representatives from participating states will describe the requirements mentioned above. The morning will consist of a presentation, talks and Q&A sessions in which industry participation is encouraged. Following this, 1-to-1 sessions lasting approximately 30 minutes each will be organised to give suppliers the opportunity to present and exchange information with OCCAR-EA and representatives of participating states. Industry’s presentation should include potential capabilities you can offer, as well as potential opportunities and risks you identified for the programme. OCCAR will allocate time slots once the level of interest is known; should you wish to take advantage of this opportunity, please include a request for a 1-to-1 session in your registration email. This event will be an opportunity for Industry to get first-hand information about the future programme based on the preliminary set of requirements, while OCCAR-EA and the participating nations can receive valuable contributions to better prepare the supporting documents of the competition process. Supplier Briefs To support the registration request, suppliers interested in attending the Industry Day are requested to provide details of the relevant capabilities they could bring to the development/production/in service support of this engineering armoured vehicle (e.g.: experience in developing/producing vehicle chassis, engines, remote weapon systems, self-protection equipment, engineering means, etc). In that sense, suppliers are invited to provide a brief of up to 2000 words in English detailing their experience, their capabilities, the potential solutions to meet the requirements stated in this notice, as well as the risks identified, especially with regards to the schedule, requirements and budget. The briefs will be used by OCCAR for information purposes only. Your brief will not be evaluated as part of the supplier selection or competitive process. To submit your Supplier Brief and to register interest in the Industry Day please email OCCAR-EA at EGC.Programme@occar.int no later than 04 April 2025. Up to two individuals per supplier may attend the Industry Day.
