Prior information notice - new contract for data communication and telephony services
Bergen Municipality is planning a contest for the procurement of contract(s) connected to data and telecommunication. Bergen Municipality currently has a contract that expires in 2025.
The current contract party is Telia, and it involves a general delivery of mobile subscriptions, transport network, and landline telephony. The services are used by employees and workplaces at approx. 650 locations in Bergen.
- Subscriptions for landline telephony: Approx. 12,500.
- Mobile subscriptions: Approx. 16,000.
- Number of connections in the transport network: Approx. 600
- Number of direct connections to the internet: 15
The municipality has separate contracts for the delivery of telephone apparatuses and internal network equipment.
The aim of this notice and the market dialogue is to obtain knowledge on the market and service spectrum. Bergen Municipality's infrastructure must be scaleable, robust, secure, and with a capacity that makes it possible to have the best possible sustainable service production.
Bergen Municipality would like a dialogue with suppliers that have experience and documented competence from service deliveries in the tele and data communication field for large and complex organisations. It is important for Bergen Municipality that services and deliveries within this field are future-orientated, flexible, and scaleable. Suppliers are therefore encouraged to provide input on how such a contract and the service content ought to be. The input can be important for the municipality to include in the tender documentation for the procurement(s).
The cooperation platforms must be available in Norwegian, and all documentation and user guidelines must be in Norwegian. In addition all the operational meetings and cooperation meetings will, as a main rule, also be in held in Norwegian.
We therefore ask relevant actors to register their interest via the communication module in Mercell by 10 October 2023 at 12:00.
At the same time we request that suppliers provide a short description of the company's experience in the field, their services, and input on how Bergen Municipality is recommended to approach new contract(s).
Bergen Municipality is free to invite the suppliers that the municipality considers to be most relevant and appropriate to a dialogue meeting. So as to ensure confidentiality and get sufficient time for the presentations and dialogue, any dialogue meetings will be held as 1:1 meetings. The dialogue meetings are planned to be held digitally via Teams.
Actors that register and are invited to a dialogue meeting are expected to prepare a presentation and participate with relevant resource personnel. Further details, such as the agenda and themes we would like to highlight will be given in the invitation to the dialogue meetings.
The tentative plan for the dialogue meetings is weeks 44/45.
