Description : The Ministry of Social Affairs and Health (hereinafter ”STM”) and Finnish institute for health and welfare (hereinafter "THL" or “Customer” ) request your tender for Pneumococcal Conjugate Vaccine for children and risk groups belonging to the National Vaccination Programme in Finland. The contract period is two years 2025 - 2026. The procurement contains two contract period renewals (1+1) to extend the contract for the periods 2026 - 2027 and 2027-2028. The procurement contains additional procurement option for maximum 50.000 doses but it does not create any obligation by the Customer to purchase any additional vaccine doses from Supplier. THL will supply a written notification for contract period renewals and additional procurement option with the following terms: - THL shall supply a written notification six (6) months before the end of the previous contract period. THL announces the more precise delivery plan of the contract period renewal in the written notification. The price quoted in the tender shall be applied to the Contract period renewals (2026-2027 and 2027-2028) too, however, the Supplier´s proposal for a change of price will be handled as described in Annex 1 Contract. - THL shall supply a written notification for the additional procurement option at least six (6) months before the estimated delivery date. Notwithstanding the foregoing the Supplier shall use its best reasonable efforts to supply number of ordered doses of the Article as soon as possible. The delivery plan shall be agreed mutually. The price quoted in the contract period shall be applied to this additional procurement option. Additional procurement option can be utilized once if needed during contract period or in either of two contract period renewals. The additional procurement option can be less than maximum 50 000 doses in one delivery. The decision about the ordered quantity is in sole discretion of THL. For the sake of clarity, the minimum quantity of doses ordered through the Contract in case of no Contract period renewals or option is exercised is 268.800 doses. Estimated quantity for the contract period including the contract period renewals is 660.000 doses +/- 20 %. THL reserves an option to order maximum 50.000 additional doses as described in section "Description of renewals and options". Total quantity for the contract period including the contract period renewals (1+1) and option is at most 842.000 doses. The contract will be awarded to one Supplier based on a comparison of tenders. Main features of the procedure : An open procedure is applied. The procurement will take place in compliance with the Directive 2014/24/EU on public procurement and the Finnish Act on Public Procurement and Concession Contracts (1397/2016). The estimated value of the procurement will exceed the EU threshold value. In case none of the tenders received meets the requirements of the Call for Tender as intended by the Customer, or if conditions change during the procurement process so that the Customer will be unable to make use of the results of the competitive bidding, the Customer may interrupt the procurement procedure. 2.1.4 General information

Additional information : The purpose of STM and the Customer is to procure Pneumococcal Conjugate Vaccine required for the National Vaccination Programme in Finland. The tendered vaccine must be suitable for both children and adults. Syringes without fixed needles are preferred. More information about National Vaccination Programme and vaccinations can be found on the website of the Finnish Institute for Health and Welfare: https://thl.fi/fi/web/infektiotaudit-ja-rokotukset/rokotteet-a-o/pneumokokkirokotteet/kenelle-ilmainen-pneumokokkirokote- This procurement is not divided into separate lots. The vaccines are intended for the National Vaccination Programme for use by wellbeing services county and eventually municipalities and thus the need to coordinate the various contracting partners of separate lots could jeopardise the proper implementation of national immunization programme. The Customer will implement the procurement on behalf of STM. The roles of STM and Customer are described in more detail in section "Presentation of the contracting authority". The subject of procurement and the mandatory requirements relating to it are described in detail in this Call for Tender and its annexes. The contract will be awarded to one Supplier based on a comparison of tenders. If the Supplier during the contract period releases an improved vaccine, the Parties may agree to substitute the Article with the improved vaccine. In case of substitution, all terms and prices in the Contract shall apply without modification. CONTRACT PERIOD The contract period is two years. Estimated quantity for the contract period is 336 000 doses. The Customer reserves the right to increase or decrease the ordered numbers of doses by up to 20%. The Contract shall enter into a force once both parties have signed the Contract. However, the Contract period shall be counted from the first day of the month on which the Supplier has handed over the first delivery of the Articles to a pharmaceutical wholesaler with a contract with THL.
