2.1.4 General information

Additional information : This procurement is covered by the stricter requirements to emphasize climate and environmental considerations in accordance with the amending regulations that came into force on 1 January 2024. The agreement only covers consultancy and analysis services and the service which, by its nature, has an insignificant climate footprint and environmental impact, as the main performance is the consultant's work which results in digital reports/documents. In order to map the climate footprint and other forms of environmental impact from the type of consultancy service, Anska assumes that a consultant's climate footprint and environmental impact will be equal to the impact from an average permanent employee. Something that will be the employee's need for office space and equipment, energy consumption in the building they work in, work-related travel, and waste generation that contributes to the employee's climate footprint and environmental impact. Anska considers, however, that none of the elements above fall within the nature of the procurement, which is a consultancy service. The elements linked to the species, i.e. the assistance provided and the digital report to be produced, entail an insignificant climate footprint and an insignificant environmental impact. On the basis of its assessment, Anska will use the exception provision in § 7-9 fifth paragraph of the Procurement Regulations, as the procurement is justified by its nature as having a climate footprint and an environmental impact that is insignificant. Anska is therefore exempt from the obligations to weight the environment 30% or to prioritize the environment among the three highest priority award criteria. For the record, it should be noted that the client's requirement specification includes a requirement that the consultant in his service provision must take measures to reduce the climate footprint and the environmental impact of the project being planned / projected, where relevant.
