Main features of the procedure : The contracting authority has entered into a framework agreement for passenger transport services for Fredrikstad municipality. The contract applies to all entities in the municipality and comprises both scheduled, planned assignments and individual assignments. The regular assignments are a combination of assignments that go through all year round and assignments that run over a shorter period. This includes driving for all entities in the municipality, but most of the assignments are for businesses in the municipality areas Education and Health.This includes transport to and from schools, before-and-after-school care, nurseries, respite care, day centres etc. individual assignments will be ordinary taxi transport of users connected to the municipality ́s nursing home, equivalent residences, schools and nurseries, as well as various driving assignments for the municipality ́s employees. Scheduled assignments with driving school pupils, nursery children, elderly persons and disabled persons are first and foremost connected to users who have decisions on transport covered by the municipality. Many of these assignments are transporting users with special needs due to illness, diagnoses and/or disability. Such assignments will require special equipment and extra stability can be required in the form of fixed drivers and cars. In such cases drivers are required to help get the user and possibly equipment in and out of the vehicle, and drivers are also required to understand that there are often users who need extra attention and care. There will be requirements for driver's conduct beyond what is perceived as common courtesy in many of the assignments. Many of the assignments will be carried out in roughly the same time period in the mornings and afternoons. The contracting authority shall enter into a framework agreement for 2 years, with an option for an extension for 1+1 year for the procurement of passenger transport. The estimated annual value is nok 16,000,000 - 21,000,000 excluding VAT for Fredrikstad municipality. The estimated value shall be seen as a guideline and is not binding for the contracting authority.
