Description : This Prior Information Notice announces an OMC and provides early information in preparation for a future PCP carried out by the PCP WISE project (Public Procurement of Innovative Solutions for Water Management from Space). This project receives funding from the European Union's Horizon Europe Research and Innovation Programme under grant agreement number No. 101182917 and selected under the HORIZON-CL6-2024-GOVERNANCE-01-5, topic: Customisation/pre-operationalisation of prototypes end-user services in the area Climate Change Adaptation and Mitigation (see EU Funding & Tenders Portal - https://ec.europa.eu/info/funding-tenders/opportunities/portal/screen/opportunities/topic-details/horizon-cl6-2024-governance-01-5) , with a budget of €12 million earmarked for the R&D phases during the implementation of the PCP instrument. However, the European Union does not participate as a contracting authority in the procurement. PCP WISE aims to challenge the market to develop innovative solutions (up to TRL8) to improve water management, particularly in the fields of agriculture, urban climate resilience and planning, climate risk management and resilience to water-related natural disasters, using satellite based earth observation data, hydrological models, field data and artificial intelligence in order to provide intelligence on rural and urban soil-water-vegetation-system-conditions and related risks per sector. By leveraging space technology and environmental observation data, PCP WISE seeks to address critical challenges related to floods, fires, and infrastructure impacts both in rural and urban areas. This collaborative effort brings together public buyers, research institutions, and industry experts to create and implement advanced climate services that will enhance Europe's ability to adapt to and mitigate the effects of climate change. Therefore, it marks the start of an ambitious international collaboration dedicated to the sustainable management of water resources and the need to enlarge climate resilience across Europe. PCP WISE focuses on five distinct use cases, each addressing specific water-related challenges in different regions of Europe (North, South, West, and East) and geographical contexts (urban and rural) on flood, drought, subsidence, fire, or other concerns distinguishing between issues of a regular nature and those arising from crisis situations. Additional information : A PIN announces the OMC of a future PCP of R&D services. PCP is an approach that allows public procurers to buy R&D from several competing suppliers in parallel, to compare alternative solution approaches, and to identify the best value-for-money solutions that the market can deliver to address their needs. It is split into three phases: solution design, prototype implementation, and validation and demonstration of the solutions. In PCP, there is a risk-benefit sharing under market conditions between the public procurer and the suppliers, and a clear separation between the PCP and the deployment of commercial volumes of end-products. PCP procurement is exempted from the WTO Government Procurement Agreement (GPA), the EU public procurement directives and the national laws that implement them. The law applicable to the PCP is Dutch law. This PIN is published to announce an OMC for a future PCP procedure on climate adaptation domain. The OMC aims to: (1) Validate the findings of the state-of-the-art analysis and the viability of the set of technical and financial provisions. (2) Raise awareness to the industry regarding the upcoming PCP. (3) Collect insights from the industry which can be used to fine tune the tender specifications and publish a more qualitative tender. All OMC activities, including surveys, the Q&A document, webinars (dates and content) as well as registration information will be published on the project’s website ( https://pcp-wise.eu/about/). ELIGIBILITY: In principle, this PIN invites all interested operators to take part in an OMC regardless of their geographic location, the size or governance structure of their organisation, since one of the objectives of the project is to foster international collaboration (e.g. through the matchmaking tool as part of the Community platform developed in PROTECT Project) and encourage suppliers to create consortia resulting in qualitative solutions to address the challenge of PCP WISE. Participation in the OMC is not open to entities that are subject to EU restrictive measures under Article 29 of the Treaty on the European Union (TEU) and Article 215 of the Treaty on the Functioning of the EU (TFEU). For further information and clarifications regarding the term “eligibility”, please refer to the OMC document. DISCLAIMERS: The PCP WISE Pre-commercial Procurement is exempted from the WTO Government Procurement Agreement (GPA), the EU public procurement directives and the national laws that implement them. This is because it concerns the procurement of R&D services where the benefits do not accrue exclusively to the contracting authority for its use in the conduct of its own affairs. Publication of this Prior Information Notice in the EU Official Journal is not to be understood as a waiver of this exemption. Publication is made on a voluntary basis, and the procurement will not follow the procedures under the EU public procurement directives, but rather the procedure described in the tender documentation. The PIN is not a commitment to procure. The contracting authorities involved are not legally bound in any way by the outcome of the market consultation. No advantage or disadvantage will be given to any supplier /group of suppliers to the detriment of others during the market consultation and the sub-sequent competitive procedure for the award of contracts. Not participating in the OMC will not exclude you from participating in the PCP Call for Tenders. The Call for Tenders is expected to be launched in September 2025. The duration of the Contract/Framework Agreement will be approximately two (2) years for the duration of all three (3) phases of the PCP. The contractors of the future PCP will retain ownership of the intellectual property rights (IPRs) that they generate during the PCP to exploit their full market potential. For equal treatment to all interested suppliers, face-to-face meetings will only be used to provide basic information on the challenge and process, and to listen to the prospective suppliers openly and transparently. To ensure a transparent and open OMC process, no bilateral talks between the PCP WISE Consortium (including its individual members) and prospective suppliers involving the disclosure of confidential information are allowed.
