IKTNH shall implement a tender contest for a nursery administrative system. We consider all participating municipalities in this joint procurement to be a joint tender competition. The municipalities of Alver, Aurland, Austrheim, Austevoll, Fedje, Gulen, Masfjorden, Modalen, Osterøy, Samnanger, Vaksdal and Sveio have established a joint ICT operations company, IKT Nordhordland municipal co-operation (IKTNH). IKTNH has entered into operational cooperation with Etne, Tysnes and Vindafjord. These municipalities have partnered with IKTNH in this tender competition. This enquiry is mainly for: - Nursery administrative system The procurement shall ensure a future orientated system for the municipalities in the cooperation, as well as to the greatest possible degree contribute to simplifying, making the everyday life more efficient for all users of the system. The offered system must be prepared for new services and be in continual development. The municipalities shall be offered new technologies as and when they become available and interesting. The functionality shall be available after the simplest possible price model that does not limit development, and with the greatest possible integration between different services and technologies. It is also a requirement that the system and the agreement, in all relevant areas, support an ever closer cooperation between the different municipalities as well as. The tenderer shall contribute to the municipalities ́ work for sharing competence, training and experience exchange between the municipalities in the entire process. The tenderer is responsible for ensuring that the delivery is in accordance with Norwegian laws and regulations, and that the delivery is otherwise in accordance with the order from the contracting authority. The tenderer is responsible for their sub suppliers' services in the same way that they are for their own services. The chosen tenderer is expected to contribute with his competence and work together with the focus on achieving the contracting authority ́s aims for all parts of the delivery. IKTNH shall have a system that meets the municipality ́s and users ́needs. A system that simplifies everyday life and optimises the use of resources. We will be modern municipalities that are equipped for the digital development. • Request for a user friendly system of high quality. • The system shall be comprehensive and take care of all the needs described in this contract. • The systems shall be able to be quickly used. Early and good training must be given and emphasis must be put on intuitive processes and simplicity in the formulation of the work assignments. • Each municipality must have its own body. The systems shall be configured equally for all municipalities. However, the systems must be able to be adapted to each municipality, where there is particularly and professionally founded need for variation in set up. • Archive-worthy documentation shall be continually archived to the municipality ́s archive • Shall at all times support national standards and joint components The new system shall provide direct and indirect savings in the form of simplifying, making processes more efficient and automated. The procurement and use of new systems shall contribute to continuous development of the services, and provide gains in the form of increased service quality, increased availability, reduced vulnerability, better security for the service recipients, financial gains and better resource utilisation. The new system shall be experienced simple, accessible and stable for continual operation. The contracting authority expects new technologies, such as automation and artificial intelligence, to give changes in how the service production will take place in the future. The tenderer shall be a facilitator for integrations of the current and future systems. Laws, regulations, policies and standards that are relevant must be met. This applies to both current and future needs and requirements. The municipalities need a system that contributes to simpler and secure case handling, interaction and archiving. Emphasis will be put on making the digital processes more efficient through options for automation and standardisation, which is a goal for the municipalities in the cooperation. There must also be good tools for management, reporting, quality assurance and improvement work. The system must support the receipt and use of structured data that is sent to the municipality via digital form systems, and it must be possible to reuse data through the system. The system must have good functions for work flow and process management that can be built and adapted to all relevant subject areas in the municipality. Furthermore, the system must be able to facilitate co-ordination and interaction between other trade systems. The systems shall interact with current and future solutions, both internally in the municipalities and externally with other collaboration partners. Metadata and documents shall be archived continually to the municipality ́s archive. The system shall always support national common functions, joint components and integration components.
