Beskrivelse : UFST (Udviklings- og Forenklingsstyrelsen) hereby invites companies to a market dialogue. A market dialogue is desired to clarify the availability of standard products commercially available of-the-shelf (COTS) and the capabilities and features offered by these in order to provide The Ministry of Taxation in Denmark with a national IT solution for the Exchange of Tax Rulings (ETR). UFST is the IT and Development Agency of The Danish Ministry of Taxation. More information can be found here: The Ministry of Taxation | Udviklings- og Forenklingsstyrelsen (ufst.dk). The IT solution must offer the following: • Exchange of messages with OECD members via the OECD Common Transmission System (CTS) • Encryption of messages with valid signatures for CTS including handling of CTS certificates • Handling messages in ETR XML format ( https://www.oecd.org/tax/beps/exchange-on-tax-rulings-xml-schema-user-guide-for-tax-administrations.htm) • Validate data according to the ETR XML schema and reply with a status message ( https://www.oecd.org/tax/beps/exchange-on-tax-rulings-status-message-xml-schema-user-guide-for-tax-administrations.htm) • GUI to import the data to be exchanged e.g. via a webform and the automatic creation of a valid ETR XML datafile • GUI for export of the exchanged messages • GUI for manual accept and shipment of messages to be exchanged with OECD members • Notification of users when new messages have been received The solution could offer the following: • API’s for data exchange with customer specific systems using standard web interfaces for (1) export of messages exchanged with OECD members, (2) audit logfiles, (3) user roles for access control and (4) import of data from the domestic domain to be exchanged with OECD members • Bespoke validation of imported data according to business rules • Support for other existing data formats exchanged via OECD’s Common Transmission System CTS (Spontaneous Exchange of Information, Exchange of Information upon Request, Automatic Exchange of Information) In the attached you will find the questionnaire in Appendix A and in Appendix B an overview of the IT applications to integrate with in case your solution support it.

Yderligere oplysninger : Companies wishing to participate in the market dialogue are asked to answer the questionnaire (Appendix A) and return it including additional material to UFST. Replies are to be received no later than Friday 25th of October 2024 end of business. In case UFST considers it beneficial to conduct dialogue meetings with a representative sample of respondents, the respondents in question will be informed of this decision no later than Friday 1st of November 2024. The selection of relevant respondents for the potential dialogue meetings will be based on the respondents’ answer to the questionnaire and the fulfilment of requirements. The vendors are asked to fill in the questionnaire in the Appendix A. The vendors are encouraged to answer the questions sufficiently by providing relevant information. The reply to the questionnaire should be in English (Danish if relevant), while the potential dialogue meeting will be in Danish or English. The potential dialogue meetings will be held via Microsoft Teams and facilitated by UFST. Potential dialogue meetings will be held before the end of November 2024 and the provisional agenda of the potential dialogue meetings are the topics in the answered questionnaire.
