Description : The underlying intervention for the Technical Assistance (TA) is to support the EU-Liberia partnership. The TA aims at facilitating the implementation of the EU cooperation with Liberia and strengthening its impact while reinforcing the partnership with the country. It will enable the EU to provide for Technical Assistance and support related to the implementation of the NDICI and remaining EDF projects through the Ministry of Finance and Development Planning (MFDP). One Long Term Technical Adviser (LTTA) in keeping with the Action Document will support the MFDP in the implementation of the programmes/project under the NDICI, including the provision of the following tasks: - Support the MFDP in contributing to ontribute to the coordination dialogue associated with the of Team Europe Initiatives, includingthe dialogue aroon their relevance andtheir content; - Contribute to the successful elaboration, monitoring and coordination of the ARREST Agendas, the National Development Plan (NDP) and the dialogue around it, especially for the areas directly related with NDICI priorities; - Support the organizational development of the AMCU + NAO, in particular in the context of their merging, - Strengthen the general capacity of the AMCU Office to carry out its role and responsibilities, particularly in relation to its coordination role of EU/donor-supported programmes including project preparation and regular reviews of NDICI initiatives, as well as mentoring staff to better understand EU policies; - Coordinate and facilitate the dialogue to support the government in identifying and elaborating new programmes under the EU – Liberia Partnership; - Support ad-hoc request from the government that are in line or related with the EU – Liberia Partnership. The Long-term Technical Adviser will work under terms of reference agreed by both the Contracting Authority and the EU delegation, and will consist of One (1) Resident Long Term Technical Adviser to be deployed as Team Leader during contract implementation, as well as short-term experts as needed for specific assignments (see section 6: Requirements). The Long-term Technical Adviser will play an advisory role on the implementation of NDICI programmes/projects.
