Description : The Ministry of Health and Human Services will procure a procurement of analysis of the Health Platform, to follow up the Storting's decision to provide an analysis of the advantages and disadvantages of the Health Platform: "The Storting asks the government to provide open and independent economic, social, quality and legal analyses of advantages and disadvantages for hospitals, municipalities, gps and patients with the journal and interaction system Health Platform. The analyses must consider alternatives with continuation and improvement or systems based on existing alternatives in the market. The Norwegian Parliament is at the latest briefed on the processing of the national budget for 2026. The Storting also decided to ask the government to keep the Storting informed of the government's plan for how it should follow up on the Auditor General's recommendations from Document 3:3 (2024-2025)" The analysis must have good quality and legitimacy. At the same time, a number of surveys and evaluations have already been carried out on the Health Platform, which can probably be used, so that it is not necessary to "reinvent the wheel". The zero point for the analysis shall be 2025, i.e. it is based on the current situation both in Mid-Norway and in other parts of the country. The exception is the investment costs that must be included. The Ministry of Health and Human Services will, with a market survey, gain better insight into what tenderers will be able to offer within our intended framework, and also be able to get proposals and discussions about alternatives, such as a limited core delivery with options for expansions. The Ministry of Health and Human Services would like, via the market dialogue, to get input on the following questions: 1. Extent for the necessary quality Based on experiences from similar projects and based on the comprehensive documentation already available on the Health Platform, we would like the tenderer ́s assessment of: • Expected content and extent of analysis that can be delivered within a cost framework of NOK 1 million excluding VAT • Expected content and extent of analyses that can be delivered within a combined the cost framework of NOK 2.5 million excluding VAT on 2 May 2017. Alternative designs of the procurement In order to ensure that the final product achieves the necessary quality, we would like tenderers ́ proposals for alternative designs, including which problems can be highlighted with document review from existing (public) analyses and what requires additional surveys. This can, for example, be connected to a staged delivery or the use of options.
