The procurement is carried out as a direct award without competition as only one supplier can deliver due to technical reasons and to protect exclusive rights. SySIKT intends to enter into an agreement with Visma AS for the transition from Visma Enterprise on-premise to Visma cloud solution due to the "end-of-life" of the current solution and the need for service continuity.

SySIKT intends to enter into an agreement for the transition from Visma Enterprise on-premise to Visma cloud solution (Visma Enterprise Plus) with Visma AS. SySIKT has received notification from Visma AS about the "end-of-life" for the current Enterprise solution on 31.12.2025. For SySIKT municipalities, there will not be sufficient time to describe the complete needs for the future ERP solution while simultaneously conducting a tender competition and project with adequate quality by 31.12.2025. SySIKT intends to enter into a temporary ongoing agreement with Visma AS for the operation of Visma Enterprise Plus. The agreement can be terminated with one year's notice. The agreement will follow the current agreement structure and contain the same modules and functionality included in the current agreement. SySIKT municipalities have decided to start a process for investigating future ERP solutions and functionality needs. The ERP solution is one of the most complex and central solutions used by the municipalities because it has integrations with many other specialized systems. It will therefore require extensive and thorough investigations before a new tender competition for this system can be published. A central part of the upcoming investigation will be whether it will be relevant to have one ERP system in the years to come or whether it may be relevant to have multiple subsystems and/or suppliers of different specialized systems. SySIKT intends to publish a tender competition for new ERP solution(s) and use by 2029.
