Other justification : This publication is to indicate our intention to award multiple contracts for Infrared Liquid Crystal Coronographs to Colorlink Japan up to a value of US$400,000. If no representations are received within 20 days after this publication, the contract will be awarded. NOVA has started a program at Colorlink Japan to develop technologies relating to custom, high-quality optical components consisting of patterned liquid crystal polymer films based on the direct-write approach, operating at infrared wavelengths based on the broadband multi-twist retarder (MTR) approach. Following this development program NOVA is now ordering the first two infrared liquid crystal coronographs at Colorlink Japan for a total of $144,000. It is likely that more orders will follow, up to a total value of $400,000. Colorlink Japan is the only supplier that can provide this liquid-crystal technology for infrared wavelengths, and has an exclusive license deal to use the required patents on the direct-write technology (EP2906974B1 / US9690026B2) that is crucial to manufacture virtually any phase pattern with high accuracy, and on the self-aligning multi-twist retarder approach (EP2764402A4 / US9298041B2) that is crucial to minimize polarization leakage over large spectral bandwidths while maintaining pattern accuracy.   Other suppliers do not have access to the key technologies (direct-write and MTR) that are required to attain the pattern accuracy and polarization leakage spectral properties that are necessary to attain the extreme coronagraphic performance objectives that we need on the Extremely Large Telescope, the biggest optical telescope in the world, and other telescopes. NOVA is the alliance of the astronomical institutes of the universities of Amsterdam, Groningen, Leiden, and Nijmegen, legally represented by the Leiden University. Astronomy is considered to be top-science in The Netherlands. NOVA was selected as top-research school in 1998 following an open national competition, and is as such receiving substantial funding by the Dutch Ministry of Education. NOVA’s mission is to carry out frontline astronomical research in the Netherlands, to train young astronomers at the highest international levels, and to share our new discoveries with society.
