Description : Under Articles 52 and 42 of the Regulation on the internal markets for renewable gas, natural gas and hydrogen, and Article 25 of the Regulation establishing a framework for ensuring a secure and sustainable supply of critical raw materials, the Commission is tasked to establish: a voluntary mechanism to support the market development of hydrogen, a voluntary demand aggregation and joint purchasing mechanism for strategic raw materials, and a voluntary demand aggregation and joint purchasing mechanism for natural gas. There is a high-degree of commonality between the tasks composing these mechanisms. Each mechanism will therefore be implemented through a combination of similar tasks, complemented by specific features related to the given energy product. Considering the synergies and economies of scope associated with the joint development of the relevant IT tools, this procurement aims to develop a Modular IT Platform (MIP). The MIP aims at providing a solution for the collection and exchange of market data relevant for demand and supply, demand aggregation and/or joint purchasing of energy-related products and strategic raw materials (SRM). This call for tender seeks to select a contractor that will design, develop, adapt and test the MIP. The contractor will operate and maintain the MIP over the duration prescribed by the contractual provisions. Finally, the contractor will transfer the entirety of the MIP and its operation to the European Commission.

Additional information : Access to procurement: Participation in this call for tenders is open on equal terms to all natural and legal persons coming within the scope of the Treaties and established in the Union. Under Article 44(1)(a) of the Regulation on the internal markets for renewable gas, natural gas and hydrogen, "the service provider shall be established and have its operational seat in the territory of a Member State". Recital 53 of the same Regulation provides that "in order to safeguard the essential security interests or the security of supply of the Union or of a Member State, the services should be procured from service providers established in the Union". Similarly, Article 25(7) of Regulation 2024/1252 establishing a framework for ensuring a secure and sustainable supply of critical raw materials provides that "the Commission shall contract the necessary services of an entity established in the Union". The GPA does not apply to this procurement. Therefore, the participation to this call for tenders is not open to natural and legal persons established in the countries that have ratified the GPA.
