Description : The Norwegian Directorate of Immigration invites tenderers to an open tender contest for a framework agreement for project manager and project manager support with competence on construction. The aim of the procurement is to cover the Contracting Authority's ongoing need for project managers and project manager support for construction projects of different sizes and extents. The need shall be met with a framework agreement with one tenderer. The framework agreement shall mainly cover the need for project managers with building engineering competence, but it shall and include the possibility for call-offs on other personnel with technical construction competence for minor consultancy assignments etc. These are referred to in the procurement documents as project manager support. The contract can be used by the entire organisation. The assignments performed under this contract will with a clear excess weight be related to projects at the National Arrival Centre (NAS), but it shall be possible to use the agreement for assignments at other properties that the Contracting Authority operates, such as the Western Camp in Finnmark.

Main features of the procedure : This procurement will be carried out in accordance with the Act from 17 June 2016 no. 73 on public procurements (LOA) and the regulation 12 August 2016 no. 974 on public procurements (FOA). Parts I and part III of the regulations will apply. The contract is awarded in accordanc with the procedure for an open tender contest. FOA § 13-1 (1). The contract ́s fixed period is two years. There is an option to extend the contract twice, one year at a time, for up to 2 extra years. The maximum contract period is therefore 4 years. The option for a new contract year will automatically be taken up if the Contracting Authority does not take up the contract within 1 (one) month before the current contract period, written notification will be given that the option shall not be taken up, or possibly shall be taken up for a shorter period than one year. The procurement ́s value is estimated to be between NOK 5 million and NOK 15 million excluding VAT over the total contract period. The estimate is only a guideline and is based on forecasts/historical figures of consumption. The estimate is uncertain, only an estimate and is not binding, and it does not involve any purchasing obligation for UDI. In all cases the maximum framework agreement will be NOK 15 million excluding VAT. The value will depend on the contracting authority ́s allocated budgets and needs. The agreement is not exclusive.
