Exception for weighting environment 30 percent As a main rule, the contracting authority shall emphasise climate and environmental considerations with a minimum of thirty percent. This can be replaced with climate and environmental requirements in the requirement specifications, if this gives a clearly better climate and environmental effect. The aim of reducing the total climate footprint and environmental impact will be achieved in this competition by setting strict climate and environmental requirements in the requirement specifications, cf. the Public Procurement Regulations § 7-9 (4). The most important environmental impacts in this procurement are transport and packaging. Transport The goods transport market has a high share of electric vehicles (all-electric), biogas and hydrogen. I.e. the effect of placing a requirement on 30 percent weighting for transport in this competition is small. We therefore consider that it is more efficient to set strict minimum requirements for transport in the requirement specifications. Setting high minimum requirements for electricity (all-electric), biogas and hydrogen will be the only way to ensure that climate and environmental considerations are achieved. We therefore consider that it is clearly better to set minimum requirements in the requirement specifications in this procurement. The contracting authority will, however, weight transport by 10 percent (additional fulfilment). Packaging Regarding packaging for books, e.g. that plastic used should not contain polymers and that the plastic should be recycled in the current recycling systems, the Contracting Authority believes that this will be clearly better to set the minimum requirements in the requirement specifications. Setting the minimum packaging requirements will be the only way to ensure that climate and environmental considerations for packaging are achieved. After this, we deem that the conditions in the Public Procurement Regulations § 7-9 (4) first period are fulfilled.
