Additional information : Exception from the main rule in FYF § 7-9 (2): The procurement concerns consultancy services in connection with travel agency services. The main service included in the contract is the consultants ́ work efforts. A consultant ́s climate footprint and environmental impact will be equal to the load from an average permanent employee. In a climate account, the employee ́s need for office space and equipment, the energy consumption in the building, jobs in, travel activities for work and waste generation that contributes to the employee ́s climate footprint and environmental impact. The Contracting Authority considers that none of these elements fall within the nature of the procurement, which is a consultancy service. The elements related to the nature, for example, the assistance that consultants shall provide for booking travel and any office work invoicing and reports result in immaterial climate footprint and immaterial environmental impact. This applies even if the services that the consultant(s) order and communicate to the contracting authority (read: travel) in themselves are very environmentally burdening. So that the climate and environmental impact of the actual journeys carried out for Statnett shall not be greater than the necessary styles the contracting authority i.a. requirements in the competition that shall motivate employees to choose the most environmentally friendly journeys. However, this falls beyond what is the assessment theme here. Based on this assessment, the contracting authority will use the exclusion provisions in the Utilities Regulations § 7-9 (5), as the procurement is assessed to have a climate footprint and an environmental impact that is immaterial. Statnett is thus in this specific procurement except the main rule in § 7-9 (2) on weighting climate – and environmental considerations with a minimum of thirty percent or prioritising the environment among the three highest priority award criteria."
