Description : The National Transport Authority (“NTA”) is undertaking, through a negotiated procedure with prior call for competition, a procurement competition for a Framework Agreement for the supply of high-power charging infrastructure primarily designed to support the operation of battery-electric buses (EBCI) and associated services and works. At a high level, the scope of the proposed Framework Agreement will include the design, supply, installation, testing, commissioning and maintenance and/or long-term support of EBCI, and associated customer side electrical distribution network upgrades. In terms of scale, indicative volumes are upwards of 2,000 high-powered DC charging installations over the term of the Framework Agreement. Full details regarding the prequalification stage are available in the Pre-Qualification Document. More information on the scope of requirements will be detailed in the Invitation to Negotiate (ITN) documentation. The Framework Agreement will be in place for an initial period of four (4) years with the option for the NTA to extend to a total duration of up to eight (8) years. Each provider will deliver, as the lead contracting entity, all elements of the following detailed scope: • Design, including electrical, mechanical and civils. • Equipment and materials supply, including those associated with customer side electrical distribution network upgrades. • Installation, testing and commissioning of charging infrastructure, including integration with different types of battery-electric vehicles, charge management systems, depot management systems and energy management systems. • Maintenance and/or long-term support of charging infrastructure, including fault diagnosis and rectification, technical support and supply of serviceable items and spares. • Charging infrastructure monitoring/management, and potentially energy monitoring/management, systems and software (where requested by the Authority) The civils design package will be produced by the awarded provider(s), with the civils works procured separately by the NTA or procured/performed by other registered Contracting Authorities. The provider will produce designs, drawings, BOQ, etc for the civil works and retain design responsibilities for this scope throughout. The Framework will be available to bus operators that are subject to a public services contract with the NTA, entered into under the Dublin Transport Authority Act 2008 or public bus passenger services which are licenced by the NTA under the Public Transport Regulation Act 2009 (PTR Act 2009). The NTA and Other Contracting Authorities shall be entitled to award a call-off under the Framework Agreement to procure a Framework contractor to deliver the works types or any element of the works types (for example design, supply installation construction work and/or maintenance) required for an individual scheme or a combination of schemes under this Framework Agreement. From a technical perspective, the NTA will require: • All forms of high-power and ultra-high-power Direct Current (DC) charging solutions, including both plug-in (primarily CCS 2.0) and overhead automated connection device (primarily ACD Type A, inverted pantograph) solutions. • Solutions suitable for mounting on the ground within a yard or for suspending from a gantry mounted within a yard or a depot building (or potentially on-street) or for suspending from the roof structure of a depot building or similar. • All scales of installation from a basic 1 or 2 charging station set-up to a 200+ charging gun installation. • Straightforward interfacing with different types of battery-electric buses and with charge management, depot management and other systems via standard protocols such as VDV 261, VDV 463, IEC 15118, IEC 63110, OCPP, IEC 61851, etc. While the NTA estimates the value of the Framework Agreement to be €186 million, the NTA reserves the right to spend up to €300 million under the Framework Agreement.
