Description : The main objective of this procurement is to cover DSS' need for procurement assistance. Assistance is wanted from one or several consultants for operative implementation of procurement processes for long and short periods to help increase the amount of cases, undermanning, long term absences etc. The same resources are wanted to assist the contracting authority in such a way that optimum resource utilisation and continuity are achieved. The time and length of the assistance will depend on the need. Our customers are DSS, the Ministries Digitalisation Organisation (DIO), the ministries and the Office of the Prime Minister. The procurements range from joint agreements for the Ministry Community, ICT procurements, security procurements, procurements within Facility Management, procurements of consultancy services, reviews and evaluations. The assistance will apply to operative assistance with managing and executing procurement processes. The contracting authority has a separate framework agreement for lawyer services. A framework agreement shall be established with one tenderer. For each award of contract within the framework agreement, SSA-B uses the government ́s standard contract for consultancy services. The scope of the framework agreement is difficult to estimate. The need for consultancy services can vary from year to year. The procurement ́s value is from NOK 8 million to NOK 20 million excluding VAT for a period of 4 years. Emphasis is put on the fact that this is only an estimate. The estimate is based on historical figures and the expected development. The estimate is not binding for DSS and it will also depend on the budget allocation at all times, as well as other conditions. The framework agreement period is 2 years from contract signing. The Contracting Authority (the Customer) has the option to extend the framework agreement for a further 1+1 year. The framework agreement will come into force immediately upon signing.
