Description : The Agency for Buildings and Property (EBE) manages approx. NOK 1.2 million square metres of buildings and is tasked with covering Bergen municipality ́s need for premises and outside areas. The total property mass is divided between 8 districts. Most of the properties consist of approx. 100 schools and 60 nurseries, in addition to nursing homes, administration buildings and sports facilities. The procurement is for a framework agreement for the delivery of inspections, maintenance and repairs of sprinklers and extinguishing systems in the properties that EBE is always responsible for. The property mass is dynamic, so that new buildings can be added to, or removed during the contract period. See Annex 4A price form for an overview of buildings currently managed by EBE, with associated installations. The contract can also, to a smaller extent, include buildings that are managed by other entities in Bergen municipality. Completely new installations (new buildings and old buildings without existing installations) are not included in the framework agreement.

Main features of the procedure : The contract includes the following assignments: Annual inspection/possibly including "half yearly inspection"/service of sprinkler installations (FG control)Annual inspection/possibly including "half yearly inspection" /service of other automatic extinguishing installations (FG control)Repair and maintenance of existing installations, including purchase and installation of the necessary goodsExpension and upgrading of the existing installations Independent control /3rd party control, if the contracting authority sees it appropriate that this work is carried out as call-offs on framework agreement, Annex 4A Price Form, for further information on the type of installations. With "half yearly control", it is meant that some installations must be drained, so that it has to meet up twice within a year. Drainage shall be included in the price per annual inspection. The contract can also include other assignments that naturally belong under the service area. The contracting authority reserves the right to choose not to use the framework agreement for the execution of large and/or complex projects, e.g. major upgrades/expansions of the existing installations. In these cases the Contracting Authority will make special notices in the ordinary way in accordance with the relevant law and regulations. The contracting authority has entered into framework agreements that in some assignments will border up on or overlap assignments on this contract. The contracting authority will, in such cases, seek to use the contracts in the most appropriate way. The contracting authority has, among other things, entered into framework agreements for electrical works, which i.a. safeguard the follow-up of fire alarm systems.
