Dynamic purchasing system for the procurement and assembly of solar cell systems
ROR Innkjøp is now establishing a new Dynamic Purchasing System (DPS) for the procurement and assembly of solar cell systems in accordance with chapter 26 of the Public Procurement Regulations. This means that when Molde eiendom KF procures solar cell systems, contests will be organised through the dynamic purchasing system. All tenderers included in the dynamic purchasing system can submit offers for the individual contest.
ROR Innkjøp is now establishing a new Dynamic Purchasing System (DPS) for the procurement and assembly of solar cell systems in accordance with chapter 26 of the Public Procurement Regulations. This means that when Molde eiendom KF procures solar cell systems, contests will be organised through the dynamic purchasing system. All tenderers included in the dynamic purchasing system can submit offers for the individual contest.
For solar cell systems in the individual contests, the delivery may include:
- Purchasing of solar cell systems
- Assembly of solar cell systems
- Service and warranty services during the warranty period
- Repairs and parts beyond the warranty period
- Other associated services The details and exact requirement specifications will be specified in each individual contest carried out under the purchasing system. The different buildings will have widely varying roof types, such as gabled roofs, valm roofs, mansard roofs, lean-to roofs, etc. Mounting possibilities and load capacity will also vary. Technical information related to the individual contests will be provided under the dynamic purchasing system. The number of buildings will also vary in the individual contests. The size of buildings will also vary, from small residential houses to large apartment blocks.

Solar cell systems that will be procured through contests via the purchasing system will vary in scope based on the size of the building and the associated available roof surfaces for the solar cell system.
The duration of the dynamic purchasing system is initially until and including 31.12.2025, but consumption through the system will determine when the scheme comes to an end. The purchasing system can therefore be extended after the it expires if the total cost has not exceeded the estimate.
Section III: Legal, economic, financial and technical information
To be eligible to participate as a tenderer in the dynamic purchasing system, the following requirements must be fulfilled: 2.1.1 Tax certificate (must be submitted) 2.1.2 Company certificate (Norwegian tenderers are not required to submit documentation). 2.1.3 Wage and working conditions (the self-declaration must be completed and submitted)
To be eligible to participate as a tenderer in the dynamic purchasing system, the following requirements must be fulfilled: 2.2 Economic and financial position (Norwegian suppliers are not required to submit documentation)
For 2:2: Documentation is not required to be submitted by Norwegian tenderers; The contracting authority will check the accounting information and key figures from the Brønnøysund registers on its own. For foreign tenderers, an annual report for the last 3 years must be submitted, including accounts with notes, as well as an auditor's report. - Additional information the tenderer deems necessary to give in order to substantiate its financial position can be submitted with the tender without being requested by the Contracting Authority. - The contracting authority can also require further documentation if there are uncertainties in the above requested information.
To be eligible to participate as a tenderer in the dynamic purchasing system, the following requirements must be fulfilled: 2.3.1 Experience (overview of 3 similar deliveries must be submitted) 2.3.2 Authorisation and registration in the Electricity Business Register 2.3.3 System for traceability in the supply chain (self-declaration on ethics must be completed and submitted) 2.3.4 HSE (self-declaration on HSE must be completed and submitted) 2.4.1 Quality system (description and/or copy of valid certificate must be submitted) 2.4.2 Environmental management system (description and/or copy of valid certificate must be submitted)
2.3.1 -Experience is required from previous equivalent deliveries of solar cell systems with sale and assembly, as well as service and warranty services. Equivalent means deliveries that deal with all or parts of the buildings. Refer to the link under chapter 1.2.1 for an overview of the locations, power and production requirements. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier. 2.3.2 - It is a prerequisite that the tenderer (main contractor or subcontractor) who will carry out the electrical work when connecting the solar cells has the necessary qualifications and legal responsibility/approvals required to carry out that type of electrical work. Engineering designers and contractors must be registered in the DSB's Electricity Company Register with the status "Active", and Work assignments: Engineering design of electrical systems, Construction and maintenance of other's electrical systems, Inspection of other's electrical systems, and Types of systems: Building - low voltage installations (covers residences, cabins, etc.). 2.3.3 Tenderers must have a system for traceability in the supply chain and guidelines for socially responsible production.
