The dynamic purchasing system will cover the Norwegian Directorate of Immigration's needs for clothing packages in a normal situation for arrivals, and possibly for a stand-by situation for high numbers of arrivals.

All newly arrived residents must be offered a clothing set in transit reception centres. The number of clothing sets will vary depending on the number of newly arrived residents.

The contracting authority can divide and assemble different types of clothing packages. The composition and content of the clothing packages will vary in scope and according to need. Below are examples of content (the list is not exhaustive):
