5.1.7 Strategic procurement

Aim of strategic procurement : Innovative purchase
Description : The programme is planning to implement Acute Virtual Wards (AVW) supported by remote health monitoring technologies initially in two sites: University Hospital Limerick (UHL) and St Vincent’s University Hospital (SVUH) in Q2 2024, additional sites may be added, subject to funding availability, approvals and clinical need. The initial implementation will provide an opportunity for the programme to evaluate performance, safety, and value for money; ultimately supporting a further national rollout in 2024 and 2025. The HSE is seeking to procure an effective and market proven end-to-end vendor managed solution ready for immediate deployment. This project envisions the establishment of the technical, clinical, and governance infrastructure required to facilitate the remote monitoring of high acuity patients from where they call home (e.g. patient’s home, residential care facility) via Virtual Ward care models. This project encompasses the national scaling of Virtual Ward care models and is envisioned to become a model for service improvement across the health service and further afield, complement and enhance our existing services, and become a core element within strategic and operational planning into the future. When this project is complete, the technical, clinical and governance infrastructure will be in place to allow for the establishment and national scaling of Virtual Wards to facilitate the remote monitoring of key clinical indicators of suitable patients from where they call home. In doing so, this initiative will reduce hospital admissions and/or facilitate earlier hospital discharge; enabling patients to receive high quality healthcare from outside of a physical hospital setting with the concomitant benefits of reduced risk of hospital acquired infection and deconditioning, reduced travel burden for patients and carers, and improved environmental conditions to support recovery.
Innovative objective : The procured works, supplies, or services entail product innovation
