Background:
On 19 July 2019 GÉANT published a contract notice to establish, via a public procurement Restricted Procedure, a Dynamic Purchasing System (DPS) for procuring Connectivity Services. This notice was published on the Dutch TenderNed website under reference number “TN232601” as well as the European TED website under OJ S reference number “ 2019/S 141-347457 ” and corrigendum with reference number “ 2021/S 252-671410 ”.
This DPS for Connectivity Services was accessible via the Negometrix-Portal, hosted by the Dutch provider Negometrix BV. On 10 February 2021 Mercell Holding AS announced the 100% share acquisition of Negometrix BV and in 2022 it was decided to rationalize the e-procurement portal services portfolio from both companies, resulting in the fade out of the rebranded Negometrix (Mercell) Portal by the end of 2023. Therefore, the e-procurement solution Mercell Source-to-Contract will replace the Negometrix-Portal application in order to be able to continue with procuring Connectivity Services via a DPS.
Connectivity Services:
The DPS approach is intended to substantially reduce the cost and timescales involved in procuring Services with a minimal management burden on part of the Qualified Suppliers as well as GÉANT.
This procurement invites Economic Operators, who are able to provide Connectivity Services, to apply and become one of the Qualified Suppliers for the two (2) established Dynamic Purchasing Systems: Terrestrial/Aerial Connectivity Services (DPS-1) and/or Subsea Connectivity Services (DPS-2).
The procurement process is designed to establish a DPS and GÉANT will establish a list of Qualified Suppliers for each DPS. These Qualified Suppliers have the possibility (but are not obliged) to respond to invitations to tender for providing Connectivity Services for specific opportunities.
This procurement will be carried out in two stages exclusively via GÉANT’S eProcurement Portal:
- Stage 1 - Invitation to Apply (ITA)
- Stage 2 - Invitations to Tender (ITT)
Stage 1 will remain open for the life of the two (2) new established DPS, allowing Bidders to apply at any time, by satisfactorily providing the information required in their Admission Request. GÉANT will not impose any limit on the number of Qualified Suppliers that may join DPS for Subsea Connectivity Services and/or DPS for Terrestrial/Aerial Connectivity Services.
