The new system shall support the existing workload regarding treatment planning and execution of radiation therapy without any need to extend the existing personnel resource pool. Further it shall integrate with existing it-solutions (please refer to Appendix 2.B, section 11), achieve at least the same planning quality as the existing system in regard to dose conformality, calculation accuracy, planning robustness and delivery time. The new system must allow research and support the research efforts in the oncology department(s) using the system. In addition, the system must have the potential to support treatment planning across the Region of Southern Denmark’s locations (OUH and SLB).

Additional information : The estimated value of the contract is based on delivery and 48 months as the Contract is unlimited. The Customer has decided not to divide the Contract into lots due market related and financial aspects. Following the prequalification test data for completion of the use cases will be made available for the prequalified tenderers. Candidates who wish to participate in this tender process must fill in the ESPD via Ethics. Complete the ESPD with the information specified in the contract notice, including Part II.A, II.B, II.C, III.A, III.B, III.C, IV.B and IV.C. Note that the Candidate must submit several ESPDs, if the Candidate forms an association of companies or is based on the capacity of other economic operators. According to § 144 of the said Act, a Candidate may rely on the economic, financial and/or technical capacity of other entities, regardless of the legal nature of the links between the entities. Where an economic operator wants to rely on the capacities of other entities, it shall as part of the application prove to the Contracting Authority that it will have at its disposal the resources necessary, for example by producing a commitment by those entities to that effect. A Candidate who relies on the capacity of other entities shall ensure that the Contracting Authority receives the Candidate’s own ESPD together with a separate ESPD with the relevant information for each of the entities that the Candidate relies upon. Finally, when groups of entities, including temporary joint ventures, participates in the Tender Procedure together, each of the participating entities must complete a separate ESPD with the information required in Part II-IV. The Contracting Authority shall exclude a Candidate from participation in the Tender Procedure if the Candidate is subject to one of the mandatory and voluntary exclusion grounds in section 134a, 135, 136 and 137(1) number (1), (2) and (6) of the said Act. Information about review deadlines : Pursuant to Section 3 of the Danish Consolidation Act No 593 of 2.6.2016 on the Complaints Board for Public Procurement (available at www.retsinformation.dk) , the following time limits for filing a complaint apply: Complaints regarding a candidate not being pre-qualified must be filed with the Complaints Board for Public Procurement within 20 calendar days starting the day after the contracting authority has sent notification to the candidates involved, cf. § 7(1) of the Act on The Complaints Board for Public Procurement, provided that the notification includes a short account of the relevant reasons for the decision. Other complaints must in accordance with § 7(2) of the Act on the Complaints Board for Public Procurement be filed with the Complaints Board for Public Procurement within: 1) 45 calendar days after the contracting authority has published a contract award notice in the Official Journal of the European Union (with effect from the day following the publication date); 2) 20 calendar days starting the day after the contracting authority has published a notice concerning its decision to uphold the contract, cf. § 185(2) of the Public Procurement Act. The complainant must pay a fee of 20.000 DKK when filing a complaint with the Complaints Board. The complainant must inform the contracting authority of the complaint in writing at the latest simultaneously with the lodge of the complaint to the Complaints Board for Public Procurement stating whether the complaint has been lodged in the standstill period, cf. § 6(4) of the Act on the Complaints Board for Public Procurement. If the complaint has not been lodged in the standstill period, the complainant must also state whether it is requested that the appeal is granted delaying effect, cf. § 12(1) of the said Act.
