Description : The contracting authority invites tenderers to participate in a competition for consultancy services for the savings and efficiency project for Sandnes kommune. In the 2025-2028 action and financial plan for Sandnes kommune, a saving in operation of a total of NOK 84.5 million was assumed. The contracting authority has, thus, a need for assistance in identifying concrete saving measures that will have at least an equivalent effect. The measures must have year-round effect from 2027 and ought, thus, be able to be implemented/initiated by 2026. The planned start of the assignment is 1 March 2025 and the deadline for the final delivery is 30 June 2025. The final delivery shall include a final report that identifies concrete savings measures that are suitable for achieving the targets set by the Contracting Authority in 2027. Option: The contracting authority shall have an option for assistance with the execution of measures stated in the tenderer's final delivery. The upper limit for the option is set at NOK 1,000,000 excluding VAT. The contracting authority plans to use any option during January 2026 and at the latest in March 2026. Scope: The contracting authority has set the upper limit for the assignment to NOK 2,500,000 excluding VAT. This gives a total framework for the entire contract, including options, of NOK 3,500,000 excluding VAT. This is an estimate and it shall not carry any obligations for the contracting authority or rights for the tenderer. Subject to changes in volume as a result of changed financial framework conditions, organisational changes and municipal activity.
