, by way of an open international, two envelope procedure. The works are to be financed through a combination of national resources, EIB loan and a grant from Economic Resilience Initiative. Tenderers may contact the Promoter to obtain a copy of the tender documents. Tenders shall be submitted in hard copy in accordance with the Instructions to Tenderers contained in the tender documents. Tenderers may ask for clarification to the tender documents up 28 days prior the deadline for submission by sending an email to the Promoter at the address given. Firms originating from all countries of the world are eligible to tender. To be qualified for the award of a Contract, tenderers shall satisfy the criteria stated in the Tender Document. Tender documents shall be available free of charge . A tender security of EURO 250,000 shall be required.

a) Participation as contractor, management contractor, or JCVA member, in at least two (2) contracts within the last seven (7) years, each with a value of works implemented by the Tenderer of at least ten million Euro (EUR 10,000.000) equivalent, that have been successfully and substantially completed and that are similar to the proposed Works. b) For the above or other contracts executed during the period of the last seven (7) years, the Tenderer shall demonstrate experience in: •The construction of river rehabilitation or regulation works whose total combined length (across all contracts referenced) shall be not less than four kilometres (4 km). •The construction of roads / highways whose total combined length (across all contracts referenced) shall be not less than ten kilometres (10 km). •The construction of at least three (3) road / highway under or overbridges, whose span between abutments was not less than thirty metres (30 m) in each case. All contracts referenced shall have been successfully or substantially completed. c) Experience in the role of prime contractor, leader of a JVCA, or management contractor in at least one (1) contract for the construction of river or road / highway engineering works, carried out under one of the FIDIC forms of contract and which was at least partially financed by an international financing institution. Any contracts referenced shall have been completed and the Performance Certificate issued.

The contract will be implemented as per FIDIC Conditions of Contract for Construction for Building and Engineering Works Designed by the Employer, First Edition 1999 “(Red Book)”. The tenderer (each sole tenderer or, in case of a consortium each member of the consortium) shall have professional licences, certificates, rights or equivalent for performance of the design and the construction services for relevant projects in accordance with the laws of the country in which the tenderer is established. All members of a Joint Venture Contracting Arrangement (JVCA) shall be jointly and severally liable with respect to participation in the tender procedure and for the performance of any contract awarded as a result of it. The Contractor shall comply with the EIB’s Covenant of Integrity, which shall form part of the Contract. The Contractor shall comply with the EIB’s Environmental and Social Covenant, which shall form part of the Contract.
