Description : The Norwegian Environment Agency intends to enter into a contract with DMR Miljø- og geoteknikk for the procurement and set-up of updated monitoring equipment in Regnåsen-Hisåsen Nature Reserve in Hedmark, as well as monitoring in the coming growth season. The update is based on DMR's assessment of the equipment, which has, after several years of use, been subject to wear and tear. The equipment no longer functions well enough to deliver reliable monitoring data. The contract will procure and set up equipment and thereafter monitor the area for the coming growth season and have a total cost of NOK 5.5 million. Procurement and set-up of equipment has a total cost of NOK 3.8 million, with NOK 1.0 million setting up equipment and NOK 2.8 million the cost of the equipment. Monitoring has a cost of 1.7 million. The contract will be signed 11 days after the intention notice and last until 31 December 2025. DMR has carried out monitoring on marshes in Regnåsen-Hisåsen Nature Reserve since 2019, and the equipment has been subjected to extensive wear and tear due to harsh conditions. The monitoring shall continue until 2030, and an update of the equipment is therefore necessary to achieve satisfactory results, without downtime of equipment causing holes in the datasets. The EcoFlux chambers made by dmr and ECF tower DMR were purchased for the Norwegian Environment Agency in 2019. All equipment is owned by the Norwegian Environment Agency. The DMR has had all responsibility for the set-up and maintenance of the equipment. The update of the equipment is based on methods and tools developed by dmr as described in the Norwegian Environment Agency ́s report M-2820. The assignment with this report was awarded dmr in 2018 after an open tender contest in which dmr was one of two tenderers who submitted a tender, both tenderers had different propositions to procedure. Since the DMR has structured the set-up for monitoring and made most of the equipment, they are therefore the only known supplier who can implement the update. This is based on their knowledge of the equipment, methods and technical systems. After the update, the equipment shall be used for monitoring and this requires calibration and an entry period. Since the DMR has carried out the update of the equipment, the only supplier that is suitable for carrying out this calibration and entry of equipment is in the first growth season. These are the reasons why an intention notice is chosen and not an ordinary competition. Monitoring shall be carried out at the locality for several years to come, and this shall be announced as a separate competition in autumn 2025. Any tenderers will then have sufficient time to get into the equipment and method used in the monitoring.
