Description : As a part of the Norwegian Public Roads Administration's struggle against labour crime, including black work and social dumping, a cooperation agreement has been signed between the Norwegian Public Roads Administration and the Norwegian Tax Administration. In connection with this, the Norwegian Public Roads Administration requires a signed authority for all of its suppliers, which gives the Norwegian Public Roads Administration an expanded right to an unlimited number of times to obtain information about the tax and sub-contractor's tax and duty conditions, as stated in the authority. If the winning tenderer does not already have a valid signed authority registered with the Norwegian Public Roads Administration/contracting authority, the authority shall be signed by the winning tenderer after the award of contract letter has been received, but before the contract is signed. The authorisation form is to be sent to the winning tenderer together with the award letter. Signed authority together with a colour copy of a passport, driving licence or national ID card (the latter for citizens within the EU/EEA/EFTA), shall be returned to the contracting authority as soon as possible and within 3 days. The date of birth can be deleted on a copy of the ID documentation, so that only the date of birth is given. Please note that the signed authority requirement also applies for all of the main service provider's sub-suppliers. The main service provider shall fulfil the contractual obligation downwards in the supplier chain. Description : According to the Public Procurement Regulations § 7-9 (4), the award criterion in accordance with PPR § 7-9 (2) and (3) can be replaced with climate and environmental requirements if it is clear that this provides a better climate and environmental effect. The climate and environmental impact of this procurement is mainly related to production and laying of asphalt. The Norwegian Public Roads Administration uses award criteria with co2 weighting for the asphalt contracts, where there is a competition for the assignment. Asphalt contracts in Salten and Helgeland have in recent years only had one tenderer. The areas bear the imprint of high prices for asphalt, and limited efforts to bring down climate footprint. An important prerequisite for using award criteria with co2 weighting is that there are more than one tenderer. When there is no competition for the assignments, the potential for emission cuts will not occur in connection with the award through competition between tenderers. The asphalt contracts in Salten and Helgeland will, therefore, not achieve good climate and environmental effect by using the award criteria. These contracts therefore have an upper emission limit measured in co2eq. The emission limit concerns the total emissions for the contract for module A, phases A1-A5. (See chapter C4's last point) If accounts after the completed contract show that emissions are above the upper emission limit, malus is to be given for the excess. The emission limit will be adjusted annually to approach the national target in 2030. In addition there are requirements regarding the use of Ir scanning, requirements for deformation resistance (Wheel track), and the contracts are followed up with i.a. surface covering cavities (georadar) in order to ensure optimum quality. In addition the contracts are required that at least 50% of the asphalt shall be produced as low temperature asphalt (LTA), see D1.3 Special Description. By setting minimum requirements in the contract, we are largely ensured a climate and environmental effect and we therefore consider the climate and environmental gains in this procurement to be better safeguarded through such a requirement position rather than the use of climate and environment as the award criteria.
