Title : 81313233-Assistance Technique à Invest for Jobs : conseil et appui au secteur privé dans la région de Matam
Description : Invest for Jobs: the Special Initiative on Training and Job Creation Under the Invest for Jobs brand, the German Federal Ministry for Economic Cooperation and Development (BMZ) has put together a package of measures to support German, European and African companies engaging in Africa. The programme offers comprehensive advice, contacts and financial support through its implementing organisations to overcome investment barriers. The development objectives are to team up with companies to create up to 100,000 jobs and 30,000 apprenticeships and to improve working conditions in its partner countries. Programmes are currently in place in the Special Initiative"s eight partner countries: Côte d'Ivoire, Egypt, Ethiopia, Ghana, Morocco, Rwanda, Senegal and Tunisia. What does Invest for Jobs focus on? Teaming up with companies to remove barriers to investment: We work with companies to overcome possible barriers to investment in our partner countries. If there are specific barriers to investment or trade - for example a local shortage of skilled labour, insufficient capacity within the local supply industry or poor infrastructure - we examine how they can be mitigated to pave the way for investment. In addition, we promote cooperation between German, European and African businesses. The overarching goal of all these efforts is always to create sustainable employment. Promoting small and medium-sized enterprises: SMEs are a driver of job creation on the African continent. In order to enhance the competitiveness of SMEs in Africa, we support them in implementing their investments, identify investors and in tapping into new markets. At the same time, we promote collaboration between European (particularly German) and African SMEs, for example to strengthen cooperation and supply structures and to internationalise value chains. Investing in up-and-coming clusters and industries: We specifically promote attractive business locations and growth industries that promise long-term success in the partner countries, including industrial estates and business parks. These include the automotive and aviation sector in Tunisia, the textiles industry and the agricultural sector in Ethiopia, and the agriculture & ICT sector in Senegal, although our support is not limited to these industries. How may the salt industry sector play a role? The agriculture production and processing sectors hold potentials for job creation, together with other industries that Invest for Jobs Sénégal already identified. Only a few have operators have reached industrial scales or even targeted a market however the Programme identified private operators with significant potential as key partners in boosting job creation in the sector. In this context, GIZ is seeking to commission a Contractor to contribute to the objectives of Key Per-formance Indicators of the Programme. The Contractor will be responsible to ensure that the sectors' transformation allows for and do create 400 new decent jobs (KPI 1), improve working conditions of 300 existing employees (KPI2), provide vocational training to 300 employees of the targeted partners (KPI3), improve the situation of 20 SMEs (KPI4). The Contractor is expected to provide experts with relevant professional experience.

The contractor will then start to build up a network of potential beneficiary companies, project promoters and external investors from the diaspora, among others. The aim will also be to ensure that the value proposition of this project and Invest for Jobs is clearly understood. With the support of the Invest for Jobs team, the contractor will ensure that the regional support structures and stakeholders involved in setting up the programme adhere to the beneficiary pre-selection process (companies, training providers/operators and foreign investors). Work Package (WP) N°2 : training & capacity building.
